Job Title:Regional Agricultural Input Trade Specialist

Background Information: The East African Community (EAC) and the International Fertilizer Development Centre (IFDC) invite applications for the position of a Regional Agricultural Inputs Trade Specialist to be stationed at the EAC Headquarters in Arusha, Tanzania. The regional trade economist will help implement the Strengthening Regional Trade in Agricultural Inputs in Africa (STAR) project that focuses on promoting food security and agricultural growth through improved regional trade in Africa as part of the Comprehensive Africa Agricultural Development Programme (CAADP).
Duties and Responsibilities:
The incumbent will undertake the following activities:
1. Assess policy environments with a focus on distortions and capacity constraints affecting the performance of agricultural input markets (seed, fertilizer and crop protection products) at the national and regional levels.
2. Analyze the current policies and regulations limiting cross border trade in agricultural imputs.
3. Prepare policy briefs and conduct policy dialogues to implement policy reforms.
4. Strengthen the capacity of traders and farmers’ associations to trigger changes in policy and regulations.
5. Strengthen business linkages and market access for input across regional and global markets.
6. Build policy capacity and effectiveness in EAC member countries.
7. Assist in the organization of an annual policy and trade workshops.
Qualifications:
1. Education: Advanced university degree, preferably Ph.D, in economics or agricultural economics with focus on the areas of policy, trade and market.
2. Work experience: 5 to 7 years of progressively responsible post-graduate experience in implementing policy, trade and markets projects in EAC member countries, analyzing policy, trade and market-related issues; conducting independent research on economic and policy issues.
3. Languages: Fluency in oral and written English.
4. Communications: Excellent drafting ability, particularly in preparing reports that are clear and concise and intelligible on technical issues; communication skills, both oral and written.
5. Technology awareness: Proficiency in Microsoft Office tools (MS Word, MS Excel, MS PPT); statistical software (SPSS).
TERMS AND CONDITIONS OF SERVICE
The positions are non-established International Fertilizer Development Centre (IFDC) funded under the STAR project in the East African Region. The main goal of this project is promote food security and agricultural growth through enhanced regional trade in productivity enhancing, agricultural inputs (improved seed, fertilizer and crop protection products). The contract terms are limited to the period of support, and may only be renewed subject to extension of the funding. EAC will pay attractive consolidated remuneration packages for the non-established fixed contract positions in accordance with it’s regulations on short term Staff contracts.
