Position Description:
PROGRAM COORDINATOR - Civil Society Advocacy Support Programme– Dar es Salaam
As part of our commitment to end poverty and social injustice CARE is designing a new programme to support civil society, research institutions and the media in Tanzania in their efforts to promote transparency, accountability and responsiveness in the governance of Tanzania’s natural ressources. The Coordinator will lead the design of the programme in close collaboration with partners and CARE colleagues in Tanzania and beyond. The coordinator facilitates a participatory design process resulting in a relevant full-fledged long-term programme proposal of high quality, including appropriate monitoring and evaluation systems and plans.
Throughout subsequent programme implementation the coordinator provides overall leadership and coordination to ensure the accomplishment of the objectives of this programme under his/her responsibility. In particular, the coordinator works closely with partner institutions to ensure theprogramme delivers relevant support to partners’ strategic plans and effectively supports evidence based advocacy for increasing transparency, accountability and responsiveness in the governance of Tanzania’s natural ressources.
Key to this position is in depth policy understanding as well as ability to support civil society positioning in relation to social injustice. The coordinator will support civil society efforts of linking the national and regional work to international level advocacy through local to global advocacy activities. The PC will creatively seek to nurture strategic alliances and promote local to global advocacy with potential for shaping decisions for development in Tanzania and at the global level.
The PC promotes highest level of programme quality and impact through applying an approach of active, continuous learning and reflection with team members and partners. The PC will ensure that theprogramme contributes to building a stronger, more accountable and legitimate civil society through targeted capacity buidling and organisational development initiatives.
The programme coordinator establishes and maintains effective working relationships with key government partners, donors and NGOs in Tanzania working around the same thematic focus of theprogramme. The coordinator represents the programme in various internal and external partners and stakeholder meetings in Tanzania and beyond.
MINIMUM REQUIREMENT
- Masters Degree in Natural Resources Management; Agriculture and Food Security; Environment; Climate Change or equivalent combination of education and related work experience.
- Minimum five years proven experience in programs working with civil society partnerships
- Demonstrate an up to date knowledge of approaches to civil society support and advocacy
- Experience in results based reporting, M&E and project cycle including project designs
- Experience in integrating cross-cutting issues, most notably gender and climate change
- Proven analytical, communications, and writing skills.
- Policy analysis and engagement
- Line management experience, with previous responsibility for staff, resources including financial, and contracts
