Peri-Urban Livelihood Technical Advisor – Somalia

BACKGROUND
The Danish Refugee Council (DRC) and six other NGOs in Somalia have initiated the Somalia Resilience Programme (SOMReP), a consortium on resilience building in peri-urban, pastoralist, and agro-pastoralists livelihoods, as a response to the multiple cycles of droughts in Somalia and the ravaging 2011 famine. The program targets multiple donors for a large scale Somalia-wide coordinated approach to resilience that complements the FAO-led UN initiative for resilience. World Vision International will host the grant management function for the consortium, and is currently recruiting a Chief of Party to lead the program development and inception process. This consortium is going through a design phase beginning late 2012 with resources from the member agencies and support from external consultants. DRC will recruit a peri-urban livelihood Technical Advisor to provide a strong technical lead role in peri-urban resilience programming in the consortium. The SOMReP consortium consists of Oxfam, WVI, ADRA, DRC, COOPI, CARE and ACF.
The position would be initially for six months, based in Hargeisa, Somaliland with travel to other parts of Somalia and Nairobi. There is intention to extend the position for the full duration of the program (3-5 years) depending on further funding from key donors with whom discussions are presently ongoing. The position will provide technical support to the entire consortium membership, helping ensure innovation, harmonization of approaches, technical quality and coordination. The post will be supported by DRC, WVI and other consortium partners’ global technical resources on resilience and food security and livelihoods, and in turn provide input from the Somalia resilience program into regional and global policy initiatives.
MAIN TASKS
A. PROGRAM DESIGN:
• Support the technical design of the program in the Peri-Urban areas, in close coordination with the Chief of Party, the Consortium Members, DRC Somalia Programme Director and DRC Regional and Somalia Food Security and Livelihood Technical Coordinators.
• Map and draw lessons from consortium partners’ ongoing peri-urban livelihoods work in programs in Somalia, and if feasible, elsewhere, to feed into the SOMReP design.
• Develop and collate an evidence base for the effectiveness of the proposed interventions to feed into conversations with donors, monitoring and evaluation processes.
• Work with the Chief of Party to develop the resilience needs analysis across all the geographic areas, utilizing both primary and secondary data from the partners, FSNAU, SWALIM, and other relevant research institutions.
B. TECHNICAL SUPPORT AND PROGRAM QUALITY:
• Guide the development of sound community based resilience approaches for the peri-urban livelihood sector.
• Facilitate long term partnerships with relevant local government and private institutions in the peri-urban sector and undertake regular field visits to project sites, to ensure activity implementation as per technical requirements.
• Identify training needs of key national staff from the consortium members and address them through coaching, mentoring and on job training as required.
• Guided by the Chief of Party, the position will provide technical support to all consortium members with the aim to ensure quality of implementation in peri-urban programming across the consortium, and support harmonization and coherence of the program.
• Provide regular updates and standardized reports on the quality of partners’ interventions to the Chief of Party, based on a systematized approach to measuring quality of peri-urban resilience programming
• Work with the program DME team in developing suitable mechanisms to measure the outcomes of peri-urban resilience program.
C. LEARNING, POLICY DEVELOPMENT:
• Develop a peri-urban livelihood guide that will guide the consortium towards a common approach to implementing resilience interventions in Somalia.
• Participate in the strategic development of future resilience interventions related to food security and livelihood programming.
• Participate in the development of peri-urban livelihood related policy and advocacy positions and support their dissemination to relevant actors.
• Support innovation and learning between members by organizing exchange visits, joint learning events, technical briefs, and sharing of training materials.
• Maintain a database of key learning from partners’ work, and build up an evidence base of effective/less effective approaches.
• Ensure linkage with consortium partners’ regional and global policy work on peri-urban resilience and work done by key technical institutions. The post will provide inputs to such global and regional work based on the consortium’s learning, as well as ensuring that learning from other countries (for instance Ethiopia, Kenya) is incorporated in the work of the SOMReP consortium.
D. TECHNICAL SCOPE OF THE ACTIVITIES
The position will look at resilience to shocks with a focus to the peri-urban areas in Somalia. It will incorporate the various categories of affected persons, who include IDPs, refugees and host communities in the peri-urban areas. It is expected that the post holder will bring on board relevant high level expertise that will meet the diverse needs of the target groups, and ensure harmonious co-existence among the different groups.
REQUIRED QUALIFICATIONS/SKILLS
• Minimum of Bachelor’s degree in development studies. A Master’s degree in a livelihoods or social enterprise is highly desirable.
• A minimum of five years of technical experience in a senior program capacity working on food security and livelihood programming in the Horn of Africa; preferably with Somalia experience.
• At minimum of three years experience in an advisory role in an NGO or public interest organization.
• Experience of working in a consortium, coalition or partnership settings is highly desirable.
• Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations with various stake holders.
• Strong focus on innovation and learning, and proven ability to facilitate learning amongst a varied group of actors.
• Proficiency in written and spoken English is critical and proficiency in Somali is beneficial.
• Strong proven experience and technical capacity in monitoring, evaluation and measuring of impact of livelihood and/or resilience programming in a peri-urban setting.
REPORTING AND KEY STAFF TO INTERACT WITH LOCALLY
MANAGEMENT OF THE POSITION:
• The position is recruited and administrated by DRC, with support by a recruitment panel of the SOMReP consortium. The position will have a dual reporting line – for administrative purposes the position will report to the DRC Somalia Country Director; and DRC will provide technical support and guidance to the position through its technical coordinators in-country, regionally and globally. For coordination of all the interaction with, and the technical support to the consortium members, the position will be guided on a day to day basis by the consortium Chief of Party. Development of annual and quarterly work plans will be led by the Chief of Party, with support and input from the DRC Programme Director. Bi-annual performance evaluations will be conducted jointly by the Chief of Party and the DRC Somalia Programme Director.

• All seven members of the Somalia Resilience Consortium, working closely with project managers and technical staff of the individual agencies.

CONDITIONS
Availability: Start date of March 2013 or earlier is desirable
Duty Station: Hargeisa, Somalia. This is a non-family duty station
Contract: This is a six months contract, with possibility of extension depending on funding availability.
Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriate staff that can be found on the DRC website. This position is unaccompanied and is currently rated as an A13 position.
