The Norwegian Refugee Council (NRC) has been present in Somaliland since early 2004 and started implementing Education, Shelter and School Feeding projects for IDPs, refugees and local population. In 2006, NRC established a coordination office in Nairobi, Kenya and the office in Puntland. The presence in Mogadishu and Dadaab (Kenya) started in 2007. The NRC Somalia/ Kenya mission is supported to the country office in Nairobi with the overall objective of enhancing protection and promoting the rights of the displaced people in humanitarian need by imrpoving living conditions and seeking durable solutions. The Puntland operations are based in Basosso with a field office in Galkayo. The main focus of activities are within the Education, Shelter and Sanitation sectors.
NRC is now seeking an Education Project Manager (PM) who will be responsible for the overall planning and implementation of the Education projects in Puntland. The Education PM reports to the NRC Area Manager (AM) in Puntland.
Job description
■Expand, develop, coordinate and manage NRC’s education projects in Puntland, responsible for pedagogical planning, development, implementation and follow-up
■Communicate and cooperate with, facilitate necessary agreements with and understanding from, local education authorities and other relevant education actors in Ministries, UN agencies, Institutions and Non Governmental Organisations
■Ensure that education activities are in accordance with norms and standards, as well as budget lines and limitations
■Prepare/develop narrative and budgets for proposals
■Contribute to the development of NRC’s Country strategy, action plan, activities plan and priorities in the education sector
■Prepare and/or collaborate in preparation of reports, internally for NRC and for relevant donors
■Develop steps and procedures for timely planning and implementation of all elements in the education programme
■Monitor, evaluate and suggest changes and improvements
■Provide Guidance to the Education Team members, and coordinate activities with other NRC sectors, i.e. shelter
■Be overall responsible for the recruitment and training of the National Education staff, assess needs for capacity building
■Actively promote the rights of IDPs/returnees and be protection and advocacy oriented

Qualifications
■Relevant experience and/ or higher education, preferably in management, education, political science or international development
■3-5 years operational experience within management and programme development (focus on Education and Shelter)
■Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment, including coordination with UN agencies
■Experience in Education programme management
■Experience administration, finance, logistic and personnel management
■Experience from report writing, development of proposals and budgets
■Experience from advocacy work
■Experience working with refugee/IDP related emergencies an asset
■Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress.
■Proven communication, interpersonal, representation, negotiation and leadership skills
■Fluency in English, proficiency in the Somali and/or Arabic language an asset
■A thorough understanding of protection issues and experience with implementation of protection based projects
■Political and cultural awareness
■Computer skills – database knowledge essential, networking
■Holder of a valid international driver’s licence

■Duty station will be Puntland, where recreational and social facilities are limited, and accommodation is modest. International staff members will be required to live in joint accommodation. This is non family posting. Programme follow up will require frequent travelling in the provinces of operational area.
