Reports To:   Senior Economist/Monitoring and Evaluation Specialist
1. Background 
The Nile Basin Initiative is a partnership of the riparian states of the Nile. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a subsidiary action program of the NBI, covering the countries of Burundi, Democratic Republic of Congo, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda. South Sudan participates as observer. Its mission is to contribute to the eradication of poverty, to promote economic growth, and to contribute towards reversal of environmental degradation in the NEL region. NELSAP promotes investments in power development and trade and Natural Resources Management and development, oversees the preparation of the jointly identified Subsidiary Action Programs and promotes cooperative investment projects related to the common use of the Nile Basin water resources. The NELSAP now wishes to recruit a Communications Officer to support its functions.
2. Purpose
To enhance NELSAP corporate image, improve stakeholder/community participation in its projects, improve internal efficiency and effectiveness, and therefore maximize its (NELSAP) role in poverty reduction, environmental protection, sustainable development and sustainability.
3. Accountability and Reporting
The Communications Officer will report and be accountable to the senior economist.
4. Scope
  Develop and maintain a communication framework:
A communication framework will be created that outlines the following:
(i) Key target audiences / stakeholders and their communication needs;(ii) Requirements and guidelines for information gathering and distribution;(iii) Delivery channels to be used, when they will be used, and how they will be coordinated, (iv) communication and dissemination of projects results to demonstrate NELSAP visibility  
Establishing and maintaining working relationships with stakeholders:
This will involve:(i) Establishing and maintaining formal and informal communication channels to exchange information and ideas in accordance with legislation, policy and procedures, (ii) develop communication materials and programs to support community participation in various projects and (iii) Building networking into professional and organizational planning regimes to maximize its usefulness to the organization. 
Represent and promote the organization :
This will involve: (i) Representing and promoting the organization\'s interests and requirements using a range of strategies tailored to diverse stakeholders, (ii) Providing oral or in written information on organizational issues, project results, policies and practices authorized for public presentation in writing in accordance with NELSAP requirements, (iii) Obtaining feedback from stakeholders to identify and develop ways to improve promotional activities within available resources.  
Support for Knowledge transfer:
This will involve (i) Identify, deploy and develop effective interpersonal, organizational, and inter-organizational communication technologies,(ii)  Advance the associated skills to ensure their success, (iii) Communicate results and impact of various projects, and (iv) Ensure that program lessons and best practices are packaged and shared in formats and through channels appropriate to the various target audiences, (v) Production of relevant and user friendly communication materials.
5. Performance Indicators 
An operation communication framework in place  Existence of established communication channels with stakeholders.  Communication material developed and disseminated to promote community participation in NELSAP projects.  Publications on project results, policies etc made and disseminated, feed repositories available and used to improve NELSAP performance.  Networking established as part of normal organizational planning in NELSAP.  Communication technologies designed and implemented.  Lessons learnt packaged and disseminated to targeted audiences.
6. Employment Terms
 The Communications Officer will be appointed on a contract period of 18 months. The contract may be extended based on satisfactory performance, availability of funds and need for the services.
Qualifications*A university Degree or higher in Communications or equivalent work related experience;
*Not less than Seven years of hands on *experience in development communication;
*Demonstrated written and oral communication skills
*Strong media relations and management skills.
*Experience in document editing, graphics production, color print process, desktop publishing and word processing
*Strong desk-top publishing, word processing and presentation skills
*Work experience in investigative journalism is a definite asset
