Job Description | Reports to: Finance and Administration Manager; Type of Recruitment: National ( Rwanda only) 1. Background The Nile Basin Initiative is a partnership of the riparian states of the Nile. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a subsidiary action program of the NBI, covering the countries of Burundi, Democratic Republic of Congo, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, Uganda and South Sudan. Its mission is to contribute to the eradication of poverty, to promote economic growth, and to contribute towards reversal of environmental degradation in the NEL region. NELSAP promotes investments in power development and trade and Natural Resources Management and development, oversees the preparation of the jointly identified Subsidiary Action Programs and promotes cooperative investment projects related to the common use of the Nile Basin water resources. The NELSAP now wishes to recruit An Information and Communications Technology Officer - ICT to support its functions. This is a local position open to Rwandan nationals only. 2. Purpose To design and implement an ICT solutions that will enable ease of storage, retrieval of internally stored digital information including technical, project reports and databases; efficient and effective communication within the organization and with stakeholders; and efficient search and capture of external information for internal use. 3. Accountability and Reporting The ICT Officer will report and be accountable to the finance and administration manager. 4. Scope The functions and responsibilities include, but are not limited to; Establish an information/data storage and retrieval system: This involves designing a data/information capture, storage and retrieval protocol; design corresponding ICT infrastructure and software including servers, LAN, computers and software. Development of hardware maintenance framework for all ICT related hardware. Establish NELSAP website, and Internet and intranet/LAN access system: This will involve designing and maintaining the NELSAP website, and providing appropriate internet access infrastructure and appropriate bandwidth. Establishing appropriate LAN to support other distributed systems like Sun System and ensuring system stability of their infrastructure. Establish an efficient Telecommunication facility: This involves establishment of internal and external telecommunication system and teleconferencing facilities as appropriate. Develop system specifications for procurement of ICT related equipment and software: This will involve developing specifications for computers, printers, switches, access points and provide technical guidance in procurement of the same. Technical support to RBMs: Provide technical support for the NELSAP coordination Unit and the projects within the region in the area` of information technology. Perform any other duties as may be assigned to him/her by the supervisor. 5. Performance Indicators Information storage and retrieval system installed and operational; Efficient fully functional intranet/LAN and internet access system in place. Updated NELSAP website and portals with relevant information; Effective coordination is maintained with all responsible users and sites; Support provided to RBM\'s ICT systems and level of their functionality; ICT systems are maintained and updated on a regular basis. |
Qualifications | The applicant must have a bachelor’s degree in Computer Science / information Technology or related fields. Post graduate training in computer science or Microsoft/ Cisco/SUN certification will be an added advantage General experience with all aspects of communication networks planning, installation, configuration and support Programming/Scripting Knowledge using C++,C#, Java, PHP/Perl & VB Extensive knowledge of RDMS e.g. MS SQL Server, Oracle Knowledge of Web Technologies e.g. SOAP, VS.net, JavaBeans etc. Demonstrated Working knowledge of UNIX systems Have working knowledge of mobile computing software, desktop hardware, hand-held systems, printers, scanners etc Should be a trainer, results oriented and self motivated. |
