The HIV/AIDS Advisor, Africa, reporting to the Senior Director, HIV/AIDS, will be a member of the Global HIV/AIDS team working closely with Africa Country Offices, other Save the Children (SC) Members and other team members to provide technical leadership, and guidance to advance the ongoing development and implementation of HIV/AIDS programs in the region to expand and implement the portfolio of HIV/AIDS programs in the region. This position will contribute to IP functions related to learning and evidence generation, strengthening program quality, and resource mobilization. The location of this position is flexible within Africa.
The position will support and advance program quality, provide expert advice/support and transfer skills through technical assistance and development of local capacity. The Advisor will contribute to agency reporting and monitoring requirements to measure results, documentation and program research. The position will work closely with other thematic areas, including child protection, health and nutrition, livelihoods and education to ensure integration with other program sectors. As part of the Child Protection and HIV team, this position will advance the work focused on ensuring the wellbeing of children in especially difficult circumstances and successfully pursue new business opportunities for the technical team. The position will work closely with others to advance collaboration, joint programming and fundraising with other SC Members. The HIV Adviser will serve as the focal point for Africa regional HIV/AIDS activities, keeping the HIV/AIDS team and country offices informed of developments and program trends.
Responsibilities
Contribute to HIV strategy development and operational planning and leads in Africa Region for cross-cutting HIV priorities. Provide advanced technical assistance to country offices in formulating program and country strategies and turn these opportunities into quality, scalable HIV programs for children. In collaboration with HIV technical staff, support start-up of new programs and work planning, and provide technical input throughout project to ensure programs are current and of high quality. Support design, monitoring and evaluation planning of operational research to answer key program questions. Along with HIV/AIDS team, support the development of evidence-based program standards and guidance that reflect Save the Children best practices and state of the art approaches and promote widespread application. Set technical standards/priorities for evaluation and for research In collaboration with the HIV and other technical teams, Resource Development, New Business Development (NBD) and Regional and Country Offices develop long-term fundraising strategies, including identifying and developing funding sources; making presentations to potential sponsors; and leading the development of proposals. Coordinate with Regional Advisors from Child Protection, Health and Nutrition, Education and Livelihoods to ensure collaboration and technical inputs for high quality multi-sectoral programs. Work with other SC Members to identify opportunities for joint technical and program collaboration in Africa and around the world.
Requirements
Advanced degree in public health, HIV/AIDS, or related field or equivalent experience. At least 10 years of progressively responsible experience in international HIV/AIDS programs.
Advanced skills in developing and implementing multi-sectoral HIV/AIDS programs in developing countries. Relevant Africa experience with situation analysis, design, proposal development, monitoring, and evaluation of HIV/AIDS programs. Knowledge and experience in other regions as well. Technical recognition beyond SC; excellent networking skills. Significant experience and track record dealing with public and private donors. Willingness and ability to travel at a minimum of 50%, often to complex environments. Demonstrated mastery of current and upcoming issues in OVC, pediatric AIDS, family-centered care, youth prevention, PMTCT, care and support and HIV and nutrition highly desirable. Up-to-date knowledge of proven and promising approaches for community-based programming. Experience in working with OVC, PLWHA and youth populations.. Ability to work independently and with minimal guidance, while staying connected to the global team at headquarters and other SC Members. Ability to effectively convey ideas in written and spoken English.
