BACKGROUND:- OCHA Information Services Section(ISS) has recently launched the Humanitarian Response.info (HR.info) website and is in the process of rolling the site out to all OCHA locations and new emergencies. The ISS is leveraging an agile development approach which means that the site is continually improving and adding new features as required by our field operations. ISS is also in the process of developing a set of online forms called the “Common Request Format (CRF)”, as part of HR.info, to request information consistently and predictably from OCHA partners including the clusters during humanitarian emergencies. The HR.info Support Consultant will work closely with the Project Manager and the main HR.info Drupal Consultant to directly support OCHA Country/Regional Offices in their implementation of HR.info and to develop and implement new Drupal features as required.
Duties and responsibilities: - The HR.info Support Consultant will undertake the following:
• Undertake direct, virtual liaison with OCHA Country/Regional Offices in order to aid the office their implementation of HR.info sites;
• Provide first-line support to existing and new HR.info deployments;
• Document requirements outlined by OCHA Country/Regional Offices and Partners;
• Implement emergency fix/repairs on HR.info sites when required;
• Develop new Drupal features (see http://drupal.org/project/features), as defined by the Project Manager, to meet the requirements of the HR.info and CRF projects. Work collaboratively with the HumanitarianResponse.info Drupal consultant using Git version control;
• Support other Drupal related projects which are building on the HR.info platform if requested by the Project Manager;
• Provide documentation for end-users and at the technical level to help to maintain the Drupal website;
• Support field testing of new components;
• Support the deployment of new HR.info sites at the beginning of new emergencies.

The HR.info Support Consultant will report to the Project Manager and work collaboratively with ITS (Information Technology Section) and other external partners involved in the project.

QUALIFICATIONS
Education - Advanced University Degree (Master’s degree or equivalent) in Computer Science, Information Systems, Mathematics, Statistics or related field. A first-level University Degree in combination with qualifying experience may be accepted in lieu of the advanced University Degree. Experience – 4 years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems. Proficiency in Drupal 7 development: Javascript, HTML, W3C standards such as XHTML, XML, and MySQL database. Expertise in all aspects of creating Drupal application features, including installation (build Drupal platforms using drush make & build releases using features and il8n server), administration, module development, module configuration, theming, and custom development are all highly preferred. Extensive knowledge of the Drupal architecture is a large asset. Experience in designing and architecting database systems using MySQL required. Language - Fluency in English is required.
