USAID/Rwanda is seeking an Ordinarily Resident citizen or individual with the required work permit for employment as a Human Resources Management Specialist.
BASIC FUNCTION OF POSITION
The selected candidate will serve as the principal advisor to the Executive Officer in human resources matters and implements, direct, and perform the function of the Human Resources Unit in order to provide human resources services to American and Rwandan employees. The Assistant manages the recruitment and appointment process for of both USPSC FSNPSC employees; coordinates the performance evaluation process; maintains Mission Staffing Patterns and personnel files; classifies FSN positions and recommends a Market Rate for USPSC positions; and prepares new contracts and contract amendments for all Mission’s employees.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
Education (20Pts):
- A university degree in Human Resources Management, Public Administration, Business Management, Contracting or a related field is required. A graduate degree in one of these fields is desired.
Prior Work Experience (30Pts):
- At least three years of progressively responsible experience in HR management. Ideally, one to two years of this experience will be in an organization that provides direct experience in working with the USG, or another international non-governmental organization in English language environment. Prior USAID experience is desirable.
Language Proficiency (10Pts):
- Level IV (fluent) – oral and written English capability is required. Written English skills are particularly important. The Assistant must be able to express ideas and concepts clearly and accurately, both verbally and in writtent.
Knowledge: (30Pts):
Work requires a thorough knowledge, or the ability to quickly gain a thorough knowledge, of USAID and USG Manuals and Handbooks (FAM/FAH) on compensation, position classification, HR administration, and training; a good knowledge of host-country labor law, and prevailing practice in compensation and employment; and, a thorough knowledge of USAID and USG personnel administration principles and benefits for all categories of USAID international staff in Rwanda. The work requires a good understanding of position classification and organization development principles, and knowledge of USPSC and TCNPSC contracting. A working knowledge of USG travel administration rules, regulations, and practices is needed.
Skills and Abilities (10pts):
The work requires the ability to plan and organize HR work; establish priorities; direct and follow up on work activities; etc. The Assistant must exercise extreme discretion in HR matters, inspire confidence in clients, and establish and maintain effective working relationships with superiors, supervisors, and employees. The Assistant must maintain a positive customer service orientation, and be able to manage multiple priorities with minimal supervision. The work requires the ability to analyze, negotiate, exercise sound judgment, originate ideas and creative solutions, and handle requests and complaints promptly, effectively, and diplomatically with all levels of American, TCN, and FSN employees, Embassy and USAID/Washington counterparts, and, from time to time, GoR officials as well. The Assistant must be able to work under pressure, and to make decisions quickly and independently when dealing with emergencies.
