The Embassy of the United States of America’s Centers for Disease Control and Prevention (CDC) Kigali is recruiting for the position of Administrative Assistant (Travel/Time and Attendance and Finance)
BASIC FUNCTION OF POSITION
BASIC FUNCTION OF POSITION
The Administrative Assistant will plan and execute the general administrative office management functions of the CDC/DGHA Rwanda program. Direct and perform administrative duties in support of project activities. Under the supervision of the Public Health Administrative Specialist, incumbent will be directly responsible for the CDC Rwanda general administrative, travel, time and attendance related operations.

QUALIFICATIONS
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1) Completion of university degree from an accredited institution in any major, including Business Administration or Accounting.

2) -Three years of advanced administrative and/or technical experience is required.
-One year of experience must be within a U.S. Government Agency, International NGO, National Organization or Government Ministry.

3) Level IV English is required.
|
4) Good working knowledge of common administrative procedures required. Must have good knowledge of public relations and administrative support. Must have good knowledge in assisting senior leaders and managers in an organization.
5) Advanced and highly developed English writing skills for drafting reports and other documents with very little supervision and review is required. Knowledge of filing systems and database management to ensure quality record management is required. Must be able to operate equipment such as networked computers, digital sender, photocopiers, fax machine, telephones with speaker, etc. Advanced knowledge of Microsoft tools – Word, Excel spreadsheets Power Point, Internet Explorer, Adobe Acrobat, and other administration tools required. Must demonstrate excellent organizational skills and ability to prioritize and handle competing demands. Must be able to demonstrate cooperative working relationships with staff and other project-associated persons and agencies. Must be able to assess problems, develop realistic solutions, during occasional emergency situations where rapid action is needed. Must have good written and verbal skills and must demonstrate sense of diplomacy in dealing with host government institutions and partners including other USG agencies and CDC-Atlanta.

SELECTION PROCESS
When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that in the application the candidate fully address the required qualifications above.
ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
