UNDP Community Safety National Officer - Hargeisa, Somalia


Background:
The UNDP Rule of Law and Security Programme (ROLS) is comprised of three components that are programmatically and operationally linked: Access to Justice; Civilian Policing; and Community Security Project (CSP).
Within the framework of the Governance and Rule of Law Programme, the Community Safety Project aims to address the cycle of violence through a two-sided approach. On the preventive side, community-level interventions neutralize factors generating armed violence in an enabling legal, policy and institutional environment. On the curative side, the government shall be able to assist individuals to overcome trauma and reintegrate into society. Changing mindsets is likely to be an important objective of both preventive and curative efforts, and will require sustained sensitization of the communities. The combined effort is meant to reduce violence sustainably. Progress will be measured by collecting data on crime and victimisation through a network of community-based organizations working with the project, and analyzing it through an Observatory on violence.
The National Community Safety Officer will report to the Community Security Team Leader in Garowe. The National Community Safety Officer will make routine decisions upon his/her own authority within established guidelines.
The National Community Safety Officer works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery. The National Community Safety Officer will work under the supervision of the CSP Project Manager supporting the Projects Activities in Somalia but may be called upon to assist in provision of administrative support to other projects in the Rule of Law and Security Programme. The incumbent shall cover North Puntland, with a focus on Bosasso and Ghardo.
The National Community Safety Officer works on a daily basis with colleagues in the CSP project and ROLS programme, necessitating that the incumbent of the National Community Safety Officer post be able to develop and maintain viable working relationships with colleagues across the organization, partner NGOs and in government, and be able to work with them in a responsive client orientation and in a problem solving mode.
Duties and Responsibilities:
Summary of Key Functions:
• Strategic development of the policies and strategies for the establishment of community safety / district level peace building infrastructure
• Daily management of project’s field level activities
• Building partnerships with governmental and non-governmental counterparts at field level
• Input in project’s strategic development
• Facilitation of knowledge building and knowledge sharing
Strategic development of the policies and strategies for the establishment of community safety / district level peace building infrastructure focusing on the achievement of the following results:
• Guide partner agencies in developing sound strategy, outputs, timeframe and budget for implementing project’s strategies
• Monitoring the execution of the agreements (MCGAs) signed with partner organizations for the establishment of the district level peacebuilding infrastructure;
• Contributing to the development of output indicators for the project, supporting the establishment of a data collection mechanism and participating in the analysis;
• Submitting weekly and monthly progress reports based on clear and verifies output in a timely manner. • Identify and strengthen key partners in the civil society groups, NGOs and government counterpart in order to maintain a strong capacity for policy development and project delivery.
Daily management of project’s field level activities, and in particular:
• Preparing and monitoring the execution of LoAs with relevant ministries counterpart for AVR activities in Somaliland;
• Monitoring the execution of the agreements (MCGAs) signed with partner organisations;
• Contributing to the development of output indicators for the project, supporting the establishment of a data collection mechanism and participating in the analysis;
• Coordinating the establishment and facilitation of a Community safety working group for North East region of Somalia;
• Coordinating the establishment and roll-out of a Victim Referral Mechanism for North East region of Somalia
• Managing the implementation of the AVR activities in other regions as requested,
• Submitting weekly and monthly progress reports in a timely manner.
Building partnerships with governmental and non-governmental counterparts at field level, and in particular:
• Coordinating and liaising with the national counterpart on issues related to the AVR activities;
• Developing and maintaining partnerships with key stakeholders, identifying and recommending possible synergies;
• Establishing the identification of partners (Expression of Interest), assessing the capacity of partners, and formulating and following up on Request For Proposal (RFP) processes;
• Assessing the capacity of partner organisations and institutions, developing capacity building plans and implementing them through mentoring, trainings and workshops.
Input in project’s strategic development, and in particular:
• Elaborating a draft work plan on CSP for approval including financial requirements;
• Mapping out conflict management strategies in the region and supporting the development of the project’s strategy on armed violence reduction;
• Implementing the identification of lessons learned, good practices and recommending improvement on strategy;
• Developing the elaboration of a Somali model for armed violence reduction.
Providing input in project’s knowledge building and management by focusing on achievement of the following results:
• Guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
• Advice to Project staff on UNDP administrative and reporting, in particular, on budgetary issues.
• Organization of training for the Project Staff and partners on financial management.
• Synthesis of lessons learned and best practices in project and project finance.
• Sound contributions to knowledge networks and communities of practice
Impact of Results:
The Community Security National Officer supports the achievement of the following outputs:
• Established community security process with developed guidelines;
• Institutional framework for community safety is in place;
• Agreements are managed in accordance to UNDP rules and procedures;
• Lessons on armed violence reduction are drawn and shared;
• Weekly and monthly progress report timely submitted;
• Established positive image of the project;

Qualifications:
Education:
• Masters Degree in Social Science, conflict management or other related field.
• A first level university degree in relevant academic field with minimum three years relevant work experience may be accepted in lieu of the advanced university.
Experience:
• Experience in violence reduction or related issues
• Work experience within the UN or an NGO is an asset;
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
• Sound knowledge in administration and finance is an asset.
Language Requirements:
• Excellent written and spoken English and Somali.
