PURPOSE The incumbent will oversee the coordination and management of the JHNP in close consultation with stakeholders - National Federal Government (NFG), Somaliland authorities, Puntland authorities, the three participating UN agencies (WHO, UNFPA, UNICEF), donors, and the Health Sector Coordination (HSC) forum. Under the auspices of the JHNP, the SPC should provide strategic leadership, planning and coordination at the Kenya and Somalia levels. The role is also to facilitate effective communication between the UN, relevant ministries, donors, health sector partners and ensure improved data collection, analysis and strategic review. The SPC will be responsible for the implementation and reporting on all outputs of the JHNP.
DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Steering Committee, the SPC will closely collaborate and report to the Joint Programme Steering Committee (including ministers of health, donors and representatives of UNICEF, UNFPA and WHO) chaired by the Resident/ Humanitarian Coordinator. The SPC will be supported by the Communications and Reporting Officer (P3) who the SPC will supervise.
All donor reporting and liaison will be managed by/through the Senior Programme Coordinator (supported by the Communications and Reporting Officer (P3).
The SPC will be responsible for coordinating the implementation of key program activities for which UN partner agencies are responsible. This responsibility also includes regular contact with the Nairobi and zonal working groups, and information sharing about the progress towards expected programme results with the stakeholders and the Programme Steering Committee and regular monitoring and reporting on the results achieved. As head of the JHNP Coordination team, the SPC will also be part of recruitment and management of the other members of the team.
- Ensure the efficient and effective functioning of the Steering Committees, including organizing SC meetings; arranging the agenda in consultation with stakeholders; document the SC proceedings, and ensure timely management of information;
- Assist in facilitating the process between the 3 UN agencies on discussing and agreeing on topics such as: Policy, strategic direction and related documents prior to the submission to the SC Operational matters requiring SC decisions (M&E, HR, security, etc.) prior to submission to the Steering Committee;
- Oversee the process of reviewing consolidated work plans and budgets, reports and other documents from the technical working group prior to submission to the SC;
- Develop the continuation phase Programme document, prepare revisions to the rolling and sequenced work plans through consultative processes;
- Fund raise for additional resources [developing fundraising strategies that support WHO, UNICEF and UNFPA internal strategies] and support the Somali Health Authorities investment cases for health;
- Coordinate relevant program activities towards achieving expected results in accordance with the relevant plans and UNICEF, WHO and UNFPA procedures;
- Monitor the expenditures, commitments and balance of funds in line with the annual work plan and reporting requirements;
- Prepare necessary financial documentation to enable the SC to recommend and approve financial allocation proportions based on programme priorities; commitments and expenditure rates;
- Day to day management of programme matters, such as but not exclusive to, budgeting, planning and general monitoring of the project in close collaboration with UNICEF, WHO and UNFPA senior focal points, the Ministry of health and health Sector Coordination mechanisms;
- Ensure dissemination of information and knowledge management for effective program implementation;
- Draft quarterly program progress reports together with the Minister of Health as well as annual donor reports and relevant review papers (for UNSAS board, Steering Committee, Donors);
- Supervise and support other relevant Coordination Staff.
EDUCATION Advanced university degrees in Public Health, Nutrition, Medicine, Social Services or related field. (A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree).
WORK EXPERIENCE - 10 years of progressive experiences at national and international level in program management and planning; - Extensive experience managing multiple work streams.
LANGUAGES - Fluency in English and another UN language is required.
