INSTITUTIONAL CAPACITY DEVELOPMENT PROGRAMME
Background
The Southern African Development Community (SADC) currently has fifteen Member States1 with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development.
The overall objective of the Institutional Capacity Development Programme (ICDP) is "to promote equitable economic growth and sustainable socio-economic development in the SADC Region". The specific objective is "to improve the capacity of the SADC Secretariat to effectively carry out its mandate of coordinating the implementation of the Regional Indicative Strategic Development Programme (RISDP) and the Strategic Indicative Programme for the Organ on Politics, Defence and Security Co-Operation (SIPO)."
The expected results of the project are:
Result 1: Executive-led change management is implemented and institutionalised in the SADC Secretariat;
Result 2: Capacity of the SADC Secretariat to manage programmes and the associated implementation instruments is strengthened; and
Result 3: Governance structures and management systems are compliant with internationally accepted practices.
The ICDP would be a follow-on to the on-going Capacity Building for Regional Integration (CBRI) project. The proposed ICDP is to provide longer-term capacity-building support for issues arising out of the institutional assessment, as well as addressing the priorities outlined in the SADC Capacity Development Framework (SCDF). It is projected that the operational implementation of this project will start in January 2013.
It is following this background that SADC Secretariat in the implementation of the ICDP Project wishes to invite suitably qualified, experienced citizens of SADC to apply for the following positions tenable at its Head quarters in Gaborone, Botswana:

Tenure of Appointment:
All the positions are on fixed term contract from January 2013 up to 31st December, 2015.
Remuneration
The SADC Secretariat offers competitive package for all the positions as detailed below;
