For the last 20 years, a substantial Somali refugee population fleeing figthing and insecurity in Somalia has been living in three refugee camps (IFO, Dagahaley and Hagadera) around the small town of Dadaab, North-Eastern Province, Kenya. Currently it is estimated that over 460,000 refugees are living in the old 3 camps and expanded IFO2 and Kambioos near Hagadera. A large majority are Somali refugees but with a minority of other nationalities. NRC initiated operations in Dadaab (North Eastern Kenya) in February 2007. The aim of NRC programme activities in Dadaab is to provide assistance to refugees in Dadaab in the Shelter, WASH, Food security and Education sectors.
There are very limited income generation / livelihoods opportunities for the refugees which are even more compounded by the limit on movements. This has led to refugees becoming dependent on full assistance, and nutritionally on distribution of a food basket of 2100 kcal per person/day being provided by the WFP with cooperating partners. NRC has partnered with WFP to provide food to the refugees through general food distribution in one camp. The project will focus on providing food to the refugees through general food distribution as well as looking/exploring new ways of providing food assistance to the refugees, including cash based and voucher programs in the future in order to stimulate the local economy and thus creating a stronger and better relationship between the host community and refugees. Livelihood project activities will also be explored for Refugees and Host population.

Qualifications ■University degree with 3 - 5 years relevant professional experience ■5 years experience in design, implementation and development programmes ■Experience of managing CBOs/NGOs ■Training skills ■Experience working on food security and livelihood activities ■Solid and relevant field experience in international project-management, preferably in humanitarian operations with focus on food security / livelihoods ■Demonstrated management and leadership skills ■Financial skills including budgeting ■Experience in administration, coordination and personnel supervision ■Experience in the planning implementation and evaluation of a capacity building project ■Good diplomacy skills and willingness to work in close collaboration with other agencies ■The ability to lead inclusive, learner centred and practical processes and outcomes ■Fluency in English, (Somali and Swahili language an advantage) ■Advanced computer skills, especially in Word, Excel and Power Point

Travel outside Dadaab is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest, within the Dadaab staff compound. International staff members can be required to live in joint accommodation
