The National Drought Management Authority (NDMA) is a State Corporation, created by Legal Notice No. 171 of 24th November 2011, under the Ministry of State for Development of Northern Kenya and other Arid Lands, with the mandate of providing leadership and coordination on all matters relating to drought management.

Drought Information Manager
(Job reference NDMA 7)
Reporting to the Director, Technical Services, and the Drought Information Manager will lead and coordinate the generation, analysis and dissemination of all drought management information in Kenya.
Core duties and responsibilities:
- Ensure that the design of the drought early warning system in Kenya is consistent with international best practice.
- Develop mechanisms to ensure that drought information is communicated to stakeholders, particularly drought-affected communities and decision-makers, in a usable form and timely manner.
- Coordinate the preparation and conduct of periodic drought and food security assessments and surveys, in collaboration with relevant stakeholders.
Applicants must meet the following requirements:
- Bachelor’s degree from a recognized University in range and range related sciences, Environmental Management Sciences, Livestock and Livestock related Sciences, Agriculture. Preference will be given to individuals with additional qualifications related to drought and disaster risk management, community development, or food security. Applicants with a Master’s degree these specified areas will have an added advantage
- Relevant working experience of at least 10 years, with a minimum of four years spent in a senior position.
- Strong IT skills, analytical and report-writing skills. Experience in the design and analysis of survey data using Excel, SPSS or STATA, in the application of GPS, GIS and remote sensing technologies, and in the interpretation of satellite imagery.
Drought Contingency Planning and Response Manager
(Job reference NDMA 8)
Reporting to the Director, Technical Services, the Drought Contingency Planning and Response Manager will lead and coordinate the preparation and implementation of the drought contingency planning and financing system in Kenya.
Core duties and responsibilities:
- Ensure that the design of the drought contingency planning and financing system in Kenya is consistent with international best practice.
- Coordinate the generation and publication and dissemination of drought contingency plans at national and county level.
- Develop monitoring and control mechanisms to ensure that drought contingency activities are timely and appropriate, and that all accountability requirements for drought contingency finance are met.
Applicants must meet the following minimum requirements:
- Bachelor’s degree from a recognized University in range and range related Sciences, Environmental Management Sciences, Livestock and Livestock related Sciences, Agriculture. Preference will be given to individuals with additional qualifications related to drought and disaster risk management, community development or food security. Planning and Policy Manager
(Job reference NDMA 10 )
Reporting to the Director, Planning, Policy and Research, the Planning and Policy Manager will lead policy formulation for drought management in Kenya, and policy and planning processes within the Authority.
Core duties and responsibilities:
- Initiate the formulation of national policy on drought management and climate change adaptation and work with other parts of Government to ensure that sector policies integrate the Government’s commitment to strengthen resilience to drought and climate change.
- Develop and support a national strategic framework that facilitates harmonized planning, implementation and evaluation by both state and non-state actors of progress, financing and resource mobilization for the national drought management response.
- Coordinate the formulation, monitoring and review of the Authority’s strategic plans and work plans, and provide information and reports on the same to relevant organizations and stakeholders.
Applicants must meet the following minimum requirements:
- Bachelor’s degree from a recognized university in policy analysis and planning, economics, knowledge management, statistics, development studies.
- Relevant working experience of at least 10 years, with a minimum of 4 years spent in planning, policy or research in a senior management and leadership position in a large public or private organization.
Human Resources and Administration Manager
(Job reference NDMA 13)
Reporting to the Director, Support Services, the Human Resources and Administration Manager will be responsible for the day to day management and administration of the human resources and administration functions of the Authority.
Core duties and responsibilities:
- Coordinate the implementation of human resource management policies, rules and regulations.
- Advise management and staff on matters relating to career development, employee relations, workplace ethics, discipline and the handling of grievances/complaints.
- Manage and update the Government Human Resources Information System (GHRIS), and ensure the safe custody of all records, including e-records.
- Coordinate the provision of high-quality support services to the Authority, including transport, logistics and security.
Applicants must meet the following minimum requirements:
- • Bachelor’s degree from a recognized university in business administration or human resource management.
- • Relevant working experience of at least 10 years, with a minimum of four years spent in a senior position in a large organization.
- • Working knowledge of the Kenyan labor laws.
