Local Security Assistant/Guard Force Supervisor – UNDP/UNCC

Under the immediate supervision of the UNDP Hargeisa Head of Sub-Office, the Local Security Associate/Guard Force Supervisor (LSA/GFS) will provide assistance in the implementation of the security plan and all matters relating to safety and security operations and management of UNDP staff, facilities and assets. The LSA/GFS will report directly to the UNDP Head of Sub-Office as first line supervisor and the UNDP Somalia Senior Field Security Advisor (SFSA) as second line supervisor for functional security matters. It is important to note that the LSA/GFS is a local national with vocational experience in security who must always conduct his/her functions in close cooperation with UNDSS and under the direct supervision of and be accountable to the UNDP Head of Sub-Office.

    • General Tasks
      Assists in implementation of UNDP/UNCC Office Security Plan:
      • Provide assistance to the UNDP/UNCC Office in the implementation of the Security Plan, Contingency Plans and the UN Security Framework, including ensuring that all UNDP personnel are covered by relevant Security Plans;
      • In conjunction with the HR Unit, ensure Staff Lists are maintained and regularly provided to UNDSS (in conjunction with the HR unit);
      • Maintain and test UNDP/UNCC Office Communications Plan;
      • Maintain Entrance/Exit Check Lists;
      • Administer and test the UNDP/UNCC Office Warden Plan; 
      • Facilitate security clearances for staff in all UNDP presences in country;
      • In coordination with UNDSS, ensure availability of updated and adequate procedures for dealing with emergencies involving UNDP staff in all project locations/offices;
      • In coordination with UNDSS be prepared for 24-hour response to all security and safety related incidents involving UNDP staff.
      MOSS/MORSS Compliance:
      • Ensure that UNDP personnel, offices, residences and equipment are MOSS/MORSS compliant;
      • Ensure that all staff members posted to UNDP have completed the Basic and Advanced Security in The Field Training and that records of certificates are maintained with the HR Unit;
      • Provide advice on the selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc). Monitors the procurement, deployment and functionality of the same;
      • Coordinate with the Head of Sub-Office/SFSA and UNDSS to conduct periodic appropriate security assessments of UNDP premises and equipment and provides advice on shortfalls in security preparedness with recommended improvements and solutions.;
      • Coordinate with the Head of Sub-Office/SFSA, UNDSS and building occupants in implementing UNDP office security measures and procedures (access control of visitors and vehicles).
      Threat & Risk Assessment:
      • As requested, provide inputs to UNDSS to assist in the preparation of comprehensive Security Risk Assessments (, Regional, Site, Project or Individual specific);
      • Under the direction of the Operations Manager/SFSA and in close cooperation with UNDSS, assists in the conducting of UNDP security risk assessments, evaluations and surveys and advises on security measures for UNDP offices and projects in all locations within the AoR.
      Liaison:
      • In close coordination with UNDSS, ensure appropriate professional liaison with host government agencies, local authorities responsible for security, law and order, counterparts in UN and diplomatic missions and municipal/traditional leaders.
      Programming:
      • Provides advise on relevant security policies and regulations (e.g. MOSS, the Accountability Framework, SOPs and safe and secure practices) to assist decision makers in determining potential effects on UNDP activities;
      • Under the direction of the Head of Sub-Office/SFSA and in close coordination with UNDSS and the UNDP Management, review the impact of security factors on UNDP Programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvements.
      Sharing Information:
      • Provide timely and accurate security advice to all staff;
      • Immediately report all security and safety related incidents involving UNDP staff to the Head of Sub-Office/SFSA and UNDSS;
      • Ensures that UNDP Programme staff members are provided with situation reports and other appropriate security related information generated by UNDSS;
      • Encourage an exchange of security related information with UNDP project staff;
      • Assist in the preparation of UNDP security reports such as the Incident Reports and Weekly Reports;
      • Provides substantive support to the UNDP/UNCC Office in collecting and updating information with regards to security issues and communicating them to key interlocutors.
      General assistance to the Head of Sub-Office/SFSA:
      • Maintain routine and confidential correspondence files/documents related to security issues;
      • Takes minutes and/or notes at UNDP Security meetings.
      • Assist in implementation of Business Continuity Management, as required.
      Guard Force Supervision and Management:
      • Closely monitor the performance of the UNDP/UNCC guard force personnel and address issues of poor performance and discipline either through the Guard Force Supervisors or directly.
      • Develop SOP’s to ensure effective and professional performance by the guard force.
      • Conduct training of the Guard Force and Supervisors to address any clear deficiencies in their abilities to perform effectively including hostile counter surveillance and emergency drills.
      • Act as the Liaison point between the contracted guard force and the Special Protection Units (SPU) providing perimeter security to ensure close cooperation and establish operating SOP’s
      Other Tasks:
      • Provide assistance in the conduct and follow up of investigations and incidents affecting UNDP staff and offices;
      • In close cooperation with UNDSS, provides support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members;
      • Represent UNDP at security meetings, as appropriate, in the absence of Operations Manager/SFSA;
      • Perform other security-related tasks assigned by the Head of Sub-Office/SFSA.
      Impact of Results:
      • The key results have an impact on the protection of and minimization of risk to, UNDP personnel, property and operations in Hargeisa/Somaliland whilst at the same time enabling UNDP Programme delivery throughout the established project areas.

      Required Skills and Experience

      Education:          
      • Secondary Education. 
      • University Degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field is highly desirable, but is not a requirement.
      Experience:       
      • Minimum of three (3) years relevant experience in security, either in the military or police context or related field of work.
      • Prior experience with the UN system or an international NGO is desirable.
      • Previous experience of security guard supervision and training or relevant similar experience is desirable.
      • Knowledge of HF and VHF radio operation;
      • Solid computer skills (MS word, Excel, and PowerPoint
      Language Requirements:            
      • Fluency in English and Somali

      Terms of Service:
      • This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions
