Position Description:
Reporting to the Program Director, the Finance Manager (FM) shall ensure that all aspects of financial management and reporting in government, CHAM and partners under the program are reviewed, identified areas requiring improvement are strengthened through appropriate TA and that financial systems are fully functional. The FM shall also be responsible for total financial compliance of the programs’ service level agreement holders according to Malawi government, FHI 360 and DFID policies and regulations. This includes oversight to ensure that outstanding balances and reports from partners are verified against contractual documentation, as well as oversight of the procurement processes of the project. The FM shall also work closely with the Health Financing TA providers to support the government of Malawi and CHAM at all levels. The Finance Manager should have in-depth technical, financial, and other administrative knowledge related to health financing and international accounting standards.
Job Responsibilities:
- Assist the Program Director with the development of program reports and budget preparation as required.
- Prepare, review and monitor budgets and financial reports for all Core Partners and Collaborative partners sub-agreements
- Work with the Program Director to assess Partners’ financial management capacities including certifying financial management capabilities of potential partners
- Work with core partners to design tailor made courses for non-finance leaders and managers
- Maintain and update monthly project status sheet that include project duration dates, number and description of modifications, budgets, disbursements and expenditures, and status of monthly reports.
- Develop monthly financial statements, quarterly and fiscal year reports for review by the Country Director for further submission to the regional office and the donor
- Training and monitoring of partners in budget preparation and financial controls
- Liaising with FHI 360 external auditors to organize audits and resolve audit queries on Partners’ audits
- Work with the government of Malawi and CHAM at national and zone levels to define specific TA areas in the area of finance
- Develop and implement strategies to address the identified gaps in health financing and accounting
Minimum Requirements:
- Advanced degree in accounting preferably ACCA or CIMA with more than 10 years practical experience
- Experience with donor funded projects and DFID rules and regulations
- Ability to manage and work independently and efficiently
- Minimum five years of progressive working experience in financial management with adequate exposure to project accounting, financial management including budgeting, grants and contracts.
- Familiarity with donor-funded programs like health sector financing and HIV/AIDS related field.
- Proven ability to train and mentor others in financial management
