ENRC Mozambique Limitada (Rua de Mukumbura 434, Maputo, Mozambique), a wholly owned subsidiary of Eurasian Natural Resources Corporation plc is seeking expressions of interest from suitably capable parties (Bidders) who are interested in pre-qualifying for inclusion on the tender list for the detailed design, construction, operation and maintenance of a 1,200 km heavy rail link, including diesel rolling stock from a marshalling yard in Chiuta in the Tete Province of Mozambique to a new coal terminal at the port of Nacala, in the Nampula Province of Mozambique, associated handling facilities to both load the wagons and move coal from rail wagon to ship and a new port facility with all necessary infrastructure (the Project).
Project background and timetable
ENRC has signed a Memorandum of Understanding with the Government of Mozambique in respect of the Project and is in the process of identifying providers of the necessary equity and debt finance. ENRC will be the largest shareholder in a Mozambican company that will be established for the purposes of the Project.
Preliminary ground investigation works along the route are on-going and the marine geotechnical survey is underway. A reference design is being finalised.
ENRC intends to run a pre-qualification process to identify suitably qualified contractors and operators, as individual contractors or consortia, with a view to issuing tenders during the first quarter of 2013, appointing contractors during the fourth quarter of 2013 and commencing operations by the end of 2016.
Pre-qualification
The pre-qualification pack will contain further Project data and the pre-qualification criteria which must be satisfied by all candidates seeking to participate in the tender process. Only pre-qualified candidates will be invited to submit tenders.
To register your interest and receive a pre-qualification pack for this Project, Bidders are requested to furnish the following information along with the letter of EOI:
- Your consortium and/or company details including name and address of organisation, name and address of contact and their e-mail address; and
- In no more than 250 words, an indication of why your consortium/company is a suitable and appropriate Bidder for the Project, including details of relevant recent experience.
