The State of Kuwait in coordination with UNDP strives to enhance institutional capacities at various Government agencies in coordination with the General Secretariat of the Supreme Council for Planning and Development. In this context, the Central Statistical Office, intends to recruit two international experts to assist in developing foreign trade statistics under the auspices of the Kuwait-UNDP Cooperation Framework,
Objectives of the consultancy:
- Increase efficiency in dealing with manuals used in foreign trade statistics according to up-to date international classifications.
- Develop abilities to manipulate comparative manuals (basic and sectorial).
- Enhance technical links among users and producers of data on foreign trade statistics.
- Sharpen national cadres skills by conducting training sessions at CSO (department of commercial, agriculture, and services statistics) and relevant specialists at government entities.

Duties and Responsibilities
|
The Consultants shall effectively participate in capacity building efforts and development of best practices in the area of collecting, evaluating, disseminating foreign trade statistics, in addition to:
- Develop manuals used in foreign trade statistics according to up-to date international classifications.
- Develop comparative manuals (basic and sectorial).
- Realize technical links among users and producers of data on foreign trade statistics.
- Control data quality of foreign trade statistics and its timeliness for dissemination.
- Train national cadres capable of dealing with technical functions at all levels of collecting statistics on foreign trade according to best practices.
- Complete the CPC for products.
- Evaluate comparative classifications used for building manuals in foreign trade statistics.
- Create the link between comparative classifications with foreign trade statistics.
- Conduct training sessions at CSO (department of commercial, agriculture, and services statistics) and relevant specialists at government entities.
Expected Outputs of each expert:
- Evaluation report on the status quo of the CSO in respect to the required consultancy.
- A report with executive recommendations with executable action program to enhance the work of the beneficiary in accordance with the output of the evaluation report.
- Report on the capacities of the CSO’s foreign trade statistics unit.
- Progress report approved by the UNDP Office and the beneficiary.
- Final report should include recommendations for future action.

Required Skills and Experience
|
Education:
- Ph.D. in Applied Statistics or Masters in statistics.
Experience:
- Minimum of ten years of practical experience in foreign trade classification.
Language Requirements:
- Fluency in English and Arabic.
