End of Programme Evaluation for the National Programme for Managing Climate Change in Malawi (CCP) and The Malawi Africa Adaptation Programme (AAP)
The Government of Malawi with support from its cooperating partners (Norway, DFID, UNDP and Japan) through the Ministry of Economic Planning and Development (MoEPD), is implementing the National Programme for Managing Climate Change in Malawi which aims at mainstreaming and addressing climate change issues in the national development agenda as well as other sectoral policies and programmes. The Programme was officially launched in April 2010 and is expected to end in December 2012.The Programme consists of two complementary projects; the National Programme for Managing Climate Change in Malawi – formulation phase (CCP), and the Africa Adaptation Programme – Building Capacity for Integrated and Comprehensive Approaches to Climate Change Adaptation in Malawi (AAP-Malawi).
Though the programme is coordinated by MoEPD, implementation is done by the relevant line Ministries and Departments such as: Department of Climate Change and Meteorological Services, Department of Energy, Department of Fisheries, Department of Animal Health and Livestock Management, Department of Water Development, Department of Land Resources Conservation, Department of Forestry and others. As the programme is coming to an end, the Ministry of Economic Planning and Development would like therefore to engage the services of a consultant to conduct an end of programme evaluation.

Duties and Responsibilities | |
The evaluation will assess the progress made by the project towards achieving the outputs and outcome and its impact. The analyses of performance of outputs and outcomes will be presented according to the following criteria: relevance, effectiveness, efficiency and sustainability. The evaluation will cover the period March 2010 to December 2012.The evaluation should come up with lessons learnt and recommendations to UNDP to improve future programming in a similar area.
EVALUATION DELIVERABLES
The evaluation team will be accountable for producing the following products:
Final Evaluation Report: Final and approved Evaluation Report, containing all areas addressed as stated above to be delivered max. 8 weeks after commencement of assignment.
