UNICEF, the world’s leading organization working for the rights of children, seeks a Director, D-1, Change Management Unit, Office of the Executive Director, New York.
Purpose:
The incumbent will provide guidance, leadership and manage the implementation of the change agenda to align UNICEF’s strategy and capacity to promote greater efficiency and effectiveness in delivering results for children. Key responsibilities include:
1) Guiding the establishment and co-ordination of institutional mechanisms and processes that link UNICEF HQ, Regional Offices and the field in the identification, testing and roll-out of change management initiatives through a participatory process, including frequent consultations with staff representatives.
2) Establishing and maintaining continuous feedback between the Executive Director, the senior management of UNICEF (including but not limited to the Global and Regional Management Teams) and staff involved in the implementation of the change agenda, to support the use of change management strategies, the systematic monitoring of progress, identifying adaptations as necessary, and regular reporting and communication on the change process, including efficiency and effectiveness gains.
3) Through a consultative process, leading the development and monitoring of detailed implementation work-plans along the key strategic shifts, including the establishment of time-lines and the attribution of responsibility to specific entities/individuals for each element of the recommendations.
4) Leading the development and implementation of a comprehensive strategy for communication on change management with staff and for their participation in the planning and implementation phases, and the creation of consultative structures as required.
Qualification:
• Advanced University degree or equivalent in development studies; economics; public administration; international relations; social sciences or human resources. Specialized, training and experience in change management, organizational design, systems design, administration and management of large scale programmes most useful.
• Fifteen years of progressively responsible professional work experience at national and international levels in strategic planning, organizational design, and leading / managing teams. Demonstrated experience in the interpretation of quantitative and qualitative data, and capacity strengthening activities; Experience in leading change management processes will be a definite advantage. Demonstrated ability to manage change in large teams.
• Knowledge of UNICEF’s policies, processes and systems, and experience of working with other UN agencies of familiarity with the processes of other agencies will be a definite asset.
• Fluency in English. Knowledge of another UN language desirable.
