Community Driven Development Project in Northern Bahr el Ghazal & Warrap States
BACKGROUND
The Danish Refugee Council (DRC) is an independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights based approach, to secure the protection of refugees and internally displaced persons (IDPs), and to promoting long-term solutions to the problems of forced displacement. The Danish Demining Group is a part of DRC and carries out humanitarian demining and armed violence reduction (AVR) activities.
DRC DDG has been working in South Sudan since 2004 and implements emergency, demining, Armed Violence Reduction and recovery and rehabilitation programs in six states. The strategic focus of the current South Sudan program is that all forcibly displaced and conflict-affected people can access their rights in a safe and secure environment.
South Sudanese living outside the country have been returning in significant numbers after the Comprehensive Peace Agreement was signed in 2005. Since 2007 Northern Bahr el Ghazal has received 459,283 returning refugees, while in Warrap 143,383 people are estimated to have returned. DRC DDG has been supporting the recovery, rehabilitation and reintegration of conflict-affected populations in NBeG since 2010 and Warrap since 2012. The dual focus of DRC DDG programs in NBeG and Warrap are increased food security and community growth and stability achieved through farmer field schools and community driven development/ conflict mitigation approaches. During 2011 and 2012 DRC DDG piloted a community driven development approach built on earlier work in South Sudan and models used by the organization in Somalia.
The current programme will build on the experience and lessons learned during the pilot to scale-up community driven development service delivery in Northern Bahr el Ghazal and Warrap States, strengthen interaction between communities and local government, promote community safety activities and conflict reduction.
DUTIES AND RESPONSIBILITIES
MAIN FUNCTION: Manage the implementation of the Community Driven Development Project in the field; this includes management of a field team and close coordination with DDG’s AVR Unit.
REPRESENTATION & COORDINATION
A. Represent DRC DDG with relevant local communities, local authorities, traditional leaders, partner agencies and contractors
B. Maintain a strong relationship with representatives of the Government of the Republic of South Sudan (GoSS) at appropriate levels on all aspects of program implementation, in particular regarding methodology, program progress and operational planning issues
C. Ensure the development and timely submission of quality program documents, including narrative reports, concept notes, lessons learned & success stories, beneficiary profiles
D. Develop project/program briefing papers and other publicity materials to communicate the impact of and learning from program delivery
E. Coordinate with similar and related programs, in South Sudan and activate and maintain positive relationships with key partners, including communities and local leaders
PROGRAM MANAGEMENT AND OVERSIGHT
A. Ensure that the project is implemented according to agreed work plans in order to achieve project deliverables. Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and implement corrective actions as needed
B. Work with DDG AVR Advisor and Project Manager to ensure the conflict mitigation and community safety clearly defined and deliverables are met
C. Manage project budget in close coordination with Programme Manager and Finance Unit to ensure spending is planned, executed as appropriate
D. Manage contractual and programmatic aspects of relations with communities and facilitating partners
E. Introduce quality assurance initiatives to address efficiency, effectiveness, or compliance concerns
F. Conduct post-procurement reviews to make sure that all transactions, selection of contractors, suppliers and service providers are according to agreed community training
G. Ensure project manuals are clear and reflects operating context of South Sudan; ensure that project documentation is prepared according to donor standards
STAFF MANAGEMENT
A. Directly supervise Field Teams, Quality Assurance staff, collaborates with other Project Managers and Program Units for required technical expertise
B. Identifies and directly supervise any consultant that may be hired for the project
C. Mentor, coach and support program staff through regular one-to-one supervision, annual performance appraisals and other mechanisms for their professional growth and continuous development
D. Routine field monitoring, evaluating and periodic reporting related to capacity development, facilitation and community engagement
E. Support regular evaluation of project components in terms of feasibility, efficiency and effectiveness
F. Provide regular comprehensive project updates to supervisor as to project status, current and emerging issues, etc.
G. Work closely with staff and other DRC DDG internal experts to insure that CDD activities account for cross-cutting themes: gender, protection, conflict sensitivity
H. Assist the DRC Programme Manager to prepare for annual review, programme development, strategic planning as and when required.
GENERAL

QUALIFICATIONS
A. At least 8 years’ proven and successful track record of project management experience
B. Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries, and specific operational experience with Community Driven Development or Community Based Development programming
C. Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of government and civil society counterparts, and other partners
D. Experience with budget management, navigating financial systems and payments, and contracts management
E. Experience familiarity with systems and concepts for monitoring and evaluating project performance
F. Post-graduate degree in Political/Social Sciences, Management, Economics, International Development or equivalent
G. Demonstrated experience delivering programs to tight deadlines
H. Fluency in written and spoken English with excellent writing skills is essential
I. Ability to travel frequently to project sites for monitoring visits, including remote areas
DESIRABLE:
- Demonstrated ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies
- Knowledge of local governance in post-conflict contexts, and of gender and inclusion strategies
- Excellent human resource management skills, interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team
- Prior experience in South Sudan a plus
- Self-motivated and able to work with a minimum of guidance
- Very strong computer skills (Excel, Word, PowerPoint, and Outlook)
