Danish Refugee Council Camp Operations Officer – South Sudan

BACKGROUND

The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and internally displaced persons returning home after a long civil war. In 2012 DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan. DRC is the camp manager of the Yusif Batil camp where 35,000 refugees are currently living and also carries out protection and GBV activities in four camps in Maban comprising a population of 105,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and livelihood activities. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (armed violence reduction) activities. DRC plans to open an office in Unity in 2013.

KEY TASKS AND RESPONSIBILITIES

The Camp Operations Officer is responsible for the smooth implementation of a variety of programmatic areas in the camp, including day-to-day camp logistics, distributions and livelihood activities. The variety of tasks requires a versatile skill set.

KEY RESPONSIBILITIES

1. Assess refugee capacities, resources and skills as well as market potential for income generating activities;
2. In close cooperation with refugees, design and implement income generating activities to support extremely vulnerable refugees in the camp;
3. Identify trainers, preferably among the refugee community, for trainings in small business support and/or community-based asset support (e.g. grinding mills);
4. Supervise camp logistics and livelihoods staff in the refugee camp;
5. Organize distributions to the refugee population, taking maximum precautions to ensure accountability as well as adequate protection measures to also ensure that groups or individuals with specific needs can access distributions;
6. Support shelter activities through sourcing and procurement of locally available materials for camp programs, particularly construction materials, in line with DRC procurement procedures. For shelter items, technical guidance to be provided by the Shelter Manager;
7. Day-to-day responsibility for managing the stocks of DRC’s warehouse in the refugee camp;
8. Organize timely delivery and transportation of supplies to activity sites (e.g. construction or community development) in the camps;
9. Organize casual labour for offloading/loading of items when receiving or dispatching items from the warehouse in the refugee camp;
10. Provision of regular stock reports to camp manager, with recommendations for replenishment of items in a timely manner in advance of distributions;
11. Provision of period updates and input for donor reporting;
12. Any other tasks assigned by the camp manager to support general camp management operations.
