ICMP Mandate
The International Commission on Missing Persons (ICMP) endeavors to secure the co-operation of governments and other authorities in locating and identifying persons missing as a result of armed conflicts, other hostilities or violations of human rights and to assist them in doing so. ICMP also supports the work of other organizations in their efforts, encourages public involvement in its activities and contributes to the development of appropriate expressions of commemoration and tribute to the missing.
 
Libya Program
ICMP will implement a project in Libya to support the Libyan Government in its efforts to locate, recover and identify persons missing as a result of armed conflict and violations of human rights.
 
Vacancy Background
The successful candidate will be one of a team of trainers within the ICMPs Archaeology and Anthropology Division for the Libyan program. The team will liaise with, train and mentor Libyan ministry teams and staff, and advise on scientific and practical organization and planning of mass grave investigations. The successful candidate will demonstrate outstanding training, discipline and communication skills, in particular when dealing with multi-national staff, national teams and related national and international agencies. The successful candidate will report to the Head of Program Libya and Forensic Science Division directing staff. The position is headquartered in Tripoli, but will involve activities in various locations throughout the country, security permitting.
 
The goal of the training is to equip trainees with the skills to:
 
  • Document and excavate mass graves employing scientific and forensic best practice;
  • Understand and implement principles of crime scene management, evidence integrity and chain of custody
  • Undertake post mortem and anthropological examinations in a mortuary setting to establish a skeletal inventory and biological profile;
  • Sample skeletal samples for DNA testing
  • Use electronic databases for evidentiary documentation
  • Be competent in reporting on work undertaken.
 
The incumbent will be responsible for, but not necessarily limited to, the following assigned duties:
 
Duties
The Crime Scene Investigation Trainerwill be partnered in this comprehensive training program with trainers specializing in Forensic Archaeology and also Forensic Anthropology. Together with the Archaeology and Anthropology Division Director, Head of Program Libya and training coordinators, the forensic anthropology trainer will be jointly responsible for the development and delivery of an integrated and comprehensive training curriculum. This will be based on ICMP standard operating procedures, Libyan legal and criminal procedures, forensic science best practice and the investigative requirements of the Libyan missing persons program.
 
Specific Duties:
  • Assist in assessing the requirements of Libyan mass graves investigation
  • Undertake training programs for Libyan nationals working within the ministries and institutions responsible for investigating and locating suspected mass graves
  • Advise on planning, management and implementation of mass grave investigations and mortuary operations
  • Mentor excavation and recovery of crime scenes and sites
  • Mentor the conducting forensic examinations
  • Monitoring field and mortuary activities
  • Reporting on training and mentoring
  • Assist in development of ICMPs Libyan project
The Crime scene investigation training program will include the following topics:
·         Scientific Investigation of Mass Graves
·         Roles and processes of investigation
·         Logistics, risk assessment, management, organization and planning
·         Principles of Documentation and exhibiting
·         Chain of Custody and Crime Scene control and management
·         Photography and documentation
·         Evidence identification, treatment, conservation, management and control
·         Database use and report writing
·         Expert witness requirements and practice
Multi-disciplinary approaches to mass grave investigation
·         Forensic science support for investigations
·         Evidence and identification in the legal process 
 
Qualifications/Experience
The successful candidate will have the following experience and skills, and be able to apply themselves successfully in achieving project goals in complex situations:
 
·         Master’s degree or equivalent experience
·         Minimum of 5 years professional experience
·         Operational/ working experience in conflict/ post conflict/ developing countries essential
·         Significant crime scene investigation experience
·         Strong technical skills in evidence identification and management
Experience in post mortem examinations and evidence recording and analysis
·         Previous experience as a trainer is essential
·         Course development and design an asset
·         Management experience an asset
·         Computer literacy with Microsoft Office
Experience with GIS computer programs preferred
Familiarity with databases essential
·         Excellent written and spoken command of English
·         Level of Arabic language and cultural awareness an advantage
