Position Title: Coordinator for Knowledge and Information Management

I. Overall Purpose
The Regional Drought Resilience Initiative aims to end drought emergencies by addressing the underlying causes of vulnerability and initiating sustainable development in households and communities in arid and semi-arid landscapes of the IGAD-Region. To serve the Regional Platform on Drought Resilience and Sustainability as the main coordination mechanism to implement the Initiative, IGAD-Secretariat is establishing a Platform Coordination Unit (PCU) at its Headquarters in Djibouti. In order to enhance overall performance of all stakeholder involved in the implementation of the Initiative, the PCU will provide strategic services in three systemically interrelated fields, namely in (a) Regional Programming, (b) Knowledge and Information Management, and (c) Capacity Development.
The role of the coordinator for knowledge and information management is to design and assure operation of an IGAD-driven knowledge and information management system within the Regional Platform.

II. Core Functions and Responsibilities
Under the supervision of the Platform Coordinator and in cloth collaboration with IGAD-Divisions and Specialized Offices the Coordinator for Knowledge and Information Management has the following responsibilities and core functions:
1. Design and management of a web-based e-platform for knowledge sharing on drought resilience including an IGAD - clearing house mechanism, innovative e-forums, document management system and interactive and illustrated data bases on best practices and lessons learned;
2. Facilitation of the Platform Communication through the establishment of a platform communication system liking the different stakeholder groups of the regional platform based on their information needs within the regional level and between the regional and Member States levels;
3. Facilitation of Outreach & Media involvement for social marketing of IGAD’s and regional platform’s performance and initiatives;
4. Contribution to the regular reporting to the Steering Committee and General Assembly of the Regional Platform on Drought Resilience and Sustainability as well as to the Council of Ministers;
5. Contribution to the institutional evolvement of knowledge and information capacities of the IGAD-Secretariat.
III. Qualifications and core-competence

III. Qualifications and core-competence
Advanced degree in information science, knowledge management or communication science; - candidates with PhD or additional qualifications in Information and communication technology (lCT) or related field have an added advantage;
• Extensive relevant experience of 10 years in knowledge management including database and related technologies or an equivalent business process design expertise in CRM; SQL and MS Access; and statistical packages; and web design, blogs and social media;
• Experience within a knowledge-based and coordinating organization with a mandate similar to IGAD would be an advantage;
• Experience in developing and delivering knowledge sharing systems including GIS with multiple operational and learning purposes with and for different stakeholders and partner organizations would be an advantage;
• Experience in at least two IGAD member states will be an added advantage
• Ability and experience in managing development programmes, including strategy development, managing people and resources; sectoral and spatial planning, monitoring and evaluation
• High standards of personal integrity and professional working skills with proven ability to conceptualize, develop, implement and review complex information systems and web-based applications;
• Ability to analyze and review operational procedures, identify problem areas and optimize performance through procedural changes;
• Professionalism, personal initiative and good judgment;
• High level organizational skills, attention to detail and the ability to prioritize, meet expectations;
• Ability to work under pressure, remaining flexible, proactive, resourceful and efficient with a high level of professionalism and confidentiality is crucial;
• Demonstrated ability to make recommendations and use independent judgment;
• Strong English writing skills for report and proposal development / French skills will be an advantage
