Climate Resilient Green Economy (CRGE) Policy Gap Analysis Lead Expert - Industry Sector

The Government of the Federal Democratic Republic of Ethiopia has initiated the Climate-Resilient Green Economy (CRGE) initiative to protect the country from the adverse effects of climate change and to build a green economy that will help realize its ambition of reaching middle income status before 2025.” Ethiopia’s vision is to achieve middle-income status by 2025 in a climate-resilient green Economy. According CRGE document, reaching this goal will require boosting agricultural productivity, strengthening the industrial base, and fostering export growth.
The green economy plan is based on among other leapfrogging to modern and energy-efficient technologies in industrial sectors. The Green Economy pillar of the CRGE has been completed. It has seven sectors that offer the highest greenhouse gas abatement potential including industry. Climate resilience strategy is under formulation, with agriculture sector being the first generation of the resilience plan. It is anticipated that the green growth path will enable Ethiopia to avoid emission of over 250 megatonne of CO2. And achieve the growth targets.
CRGE study identifies that among the industrial sub-sectors, cement will be one of the fastest growing, also causing the vast majority of GHG emissions from the industry sector. The Government will also take measures  to put the other industrial sub-sectors on a sustainable economic development path.
The growth and transformation plan (GTP) aims at increasing the share of the industry sector contribution to the economy. The Ethiopian industrial development strategy focus on eight  industry sectors –namely the sugarcane and sugar related, lather and tannery, garment and textile, agro-processing, cement, chemicals, metal and engineering, and pharmaceuticals. In the GTP period, the industrial sector will receive the highest level of support for export oriented and import substitution industries. It is anticipated that in medium and long-term, the industrial sector will emerge as the main sector.  Vision of the Green economy, therefore, will depend on the extent to which the industrial sector development strategy is aligned with the climate resilient green economy strategy.
it is increasingly recognized that effective climate change response also, hinges, among other, on effective policy, effective planning and implementation at various scales, considerable financing, broad based participation of major actors, strengthen scientific and technological capacity, leadership and coordination. In the course of transition to the inclusive low emission climate resilient green economy development strategy, which is the CRGE for Ethiopia, good policy and plans are reinforced, supportive policy and plans are adopted, technical tools and standards are revised, human, institutional and systemic capacity are systematical and sequentially developed.
Ethiopian climate resilient green economy strategy offers an opportunity for proactive policy responses to climate change challenges and opportunities, including those that emanates from the physical change in its owe climate and for  multilateral and trading partner countries polices environment. For instance, as a growing number of countries adopt strategies and policies to promote a transition to a green economy; this will have implications for trade flows and trading opportunities. Driving forces to a transition to a green economy via international trade includes, among other, local regulations and rules; environmentally-driven consumer pressure from major customers; national legislation and plans; unilateral policy measures; international environmental, climate change agreements/conventions. It is therefore, believed that green economy will avoid locking up into the carbon intensive technologies and leapfrogging to more clean and low emission path ways, which also save the country from the impact of the policy dynamics state above.
A combination an international local consultant is needed to undertake an assessment of current policies, legislations, standards and codes , with a view of identifying gaps and opportunities to adopt Climate resilient green economy in the industry sector and propose strategies to address them.

Duties and Responsibilities

The objectives of the consultancy assignment is to undertake comprehensive policy analysis (policies, legislations, standards and codes)  with a view of identifying critical gaps and opportunities and recommending measures that are necessary to create enabling environment for transition to inclusive, low emission climate resilient green industrial development.
 
Scope of the assignment
 In consultation with the Ministry of Industry and UNDP Country Office, the consultants are expected 
  • Conduct stakeholders analysis and design engagement strategy and action plan and conduct consultation;
  • To undertake stocktaking of relevant policies, strategy, legislations and standards that applied in the industry sector;
  • Conduct detailed analysis of the existing policy, strategies, legislations and standards in relation to promotion and building climate resilience and greening of the industry sector, identify and evaluate gaps and opportunities;  
  • Identify, evaluate and recommend sets of policy option to create incentives and removing barriers to promotion and development of climate resilient and green industrial development;
  • Prepare a road map or policy action plan for  short, medium and long term horizon;
Deliverables:
  • Inception report including detailed methodology how the consultants will undertake the assignment ;
  • A report on the stocktaking of existing policies, strategies, legislations and standards;
  • A Technical report on policy analysis – gaps and opportunities;
  • A technical report detailing sets of policy options and policy action plan;
  • National consultation workshops;
  • Final consolidated report on the process;
Role of the international expert (team leader)
Will be a team leader and will be responsible for overall delivery the service as pert the details included in this TOR;
In consultation with the junior expert, prepare detailed work plan and assign deliverables to the junior expert;
Will be technically and administratively supported   by junior expert;
Supervise the junior expert;

Reporting
The international consultant will report to UNDP CO and Ministry of Industry relevant division and work under the supervision of the ministry. There will be an inception and progress report. The draft technical report will be reviewed by the Ministry of Industry and UNDP CO. The consultant should incorporate feedbacks to client satisfaction.

Required Skills and Experience

Education:
  • Advanced degree in economics, engineering, environment or related discipline with focus on climate change policy.
Experience:
  • At least ten years of experience in industry or environmental intuitions or relevant higher education and research organization.
  • Proven track record of climate change policy or industrial policy  or experience of similar scale and nature of work.
  • Knowledge and understanding of institutional setup of Ethiopia is an added advantage. 
  • Familiarity with the UNFCCC and other multilateral environment agreements as well as the multilateral trading agreements.
  • Excellent analytical, writing, communication and reporting skill.
  • Ability to deliver on time.
