MISSION
Solidarités International is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Liberia, Mali, Mauritania, Chad, Democratic Republic of the Congo, Republic of Côte d’Ivoire), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan) and in Haiti. The Wash Cluster State Focal Point (SFP) has to fill 2 main objectives: • Ensure appropriate coordination among the WASH Cluster in Upper Nile State In line with the Humanitarian Reform, NGOs, international organizations and UN agencies operating in the WASH sector comes together under the leadership of UNICEF and Medair to identify gaps, plan and prioritize response, and to implement and monitor activities in a spirit of partnership. The overall purpose is to alleviate human suffering and protect the lives, livelihoods and dignity of populations in need. The Government of the Republic of South Sudan is primarily responsible for the initiation, organization, coordination, and implementation of humanitarian assistance within its territory. Whenever possible, the WASH cluster operates in support of and in coordination with local authorities. • Ensure appropriate support to ongoing activities regarding monitoring and evaluation SI team is currently implementing programmes in Fashoda, Malkal, Pigi and Fangak counties. The Upper Nile State WASH Cluster State Focal Point will be based in Malakal covering all areas of Upper Nile State as related to WASH Cluster coordination activities and SI activities. There are multiple agencies working in WASH in Upper Nile State, however many with limited capacity or no capacity for emergency response. Oxfam GB, World Vision, Medair, International Medical Corps, and Solidarités International all work in WASH – but most agencies have capacity only in specific counties of the state. Regular field trips in Upper Nile State for both WaSH Cluster coordination activities and SI support activities. The main objectives of the SFP / M&E are: To facilitate the coordination of all WASH agencies, in collaboration with State line ministry and Unicef, for coordination meetings, stock management, working group, information dissemination, experience sharing, assessment planning and emergency preparedness and response implementation and state-wide activity mapping. To ensure appropriate sector strategy, preparedness and contingency planning for emergencies. To ensure effective collaboration of the WASH sector with humanitarian forums and other clusters (with OCHA support). To develop SI’s institutional knowledge building through capitalizing on techniques and methodologies in the areas of intervention in conjunction with priorities set forth by the WaSh coordinator To provide technical support to SI WASH Programme Managers through sharing of other NGOs’ approaches and experiences If needed and upon coordination request, to provide a support on SI programmes implemented in Upper Nile state
FONCTIONS
List of main tasks as State Cluster Focal Point: • Ensure humanitarian context follow-up in Upper Nile State. • Maintain state level cluster contact list and ensure knowledge of who is doing what and where (3W matrix) within the sector in the given state in coordination with UNICEF. • Brief new cluster members on the sector specific issues. Provide initial contact lists; facilitate contacts with key partners. • Facilitate state level cluster meetings (initiated and chaired by state line ministry and/or Unicef) via dissemination of meeting announcement, providing NGO updates for absent agencies, and sharing meeting minutes at the central and state level. • Facilitate or coordinate joint needs assessments, in partnership with cluster members and/or with inter-sector team, and other programmatic issues as need be. • Analyze the humanitarian situation taking into account protection issues in a Do No Harm perspective and share findings to WaSH Cluster members. • Recommend interventions that can be developed by SI to respond to the identified needs and in case of interest from SI team, participate in the dimensioning of the potential needs response. • Support cluster leads and co-leads at Juba level with planning issues including humanitarian work plan, risk analysis, preparedness/contingency planning and identifying gaps at State level. • Reinforce early warning systems on emergencies and support advocacy to donors to fund NGOs in emergency areas. • Advice on the repartition of the WASH cluster emergency Core pipeline supplies in coordination with UNICEF. • Coordinate actors’ interventions on the ground or from Malakal in case of an acute emergency. • Support WASH partners in participating in the Common Appeal Process for the Wash part of their interventions. • Visit field actors and evaluate their activities, identify gaps and mobilized other actors if needed. • Advice and support development of experience sharing and capacity building activities. • Advocate for development activities implementation at state level and support to CBOs and National NGOs. • Act as the state level focal point for inquiries on the cluster’s response plans and operations within the state. • Represent the cluster at Humanitarian Coordination Forums in the state. • Liaise with other clusters, especially Protection, Health, Nutrition, Logistics and NFIs. • Report on WASH Cluster achievements in Upper Nile State to the Cluster Lead and Co-lead on a monthly basis and when relevant with regard to the context to the Field Coordinator. List of main tasks as Monitoring and Evaluation Officer: • In close link with the WaSH coordinator and the Field Coordinator, monitor the development of ongoing programmes (progress, relevance and effectiveness) and suggest modifications if necessary • Ensure the quality of works, in particular by approving specifications which must conform to international and national norms, standards of durability of works and the needs of the population • Assist in identifying capacity gaps and provide support on specific trainings for national programme staff • Ensure that local communities are closely involved in project implementation • To develop SI’s institutional knowledge building through capitalizing on techniques and methodologies in the intervention areas in conjunction with priorities set forth by the WaSh coordinator • To provide technical support to SI WASH Programme Managers through sharing of other NGOs’ approaches and experiences • In case of needed and upon coordination request, to provide a direct support on SI programmes implemented in Upper Nile state in terms of activities follow-up and team management
Reporting: • Draft weekly internal reports named “sitreps” on activities to the Field Coordinator • Draft ad hoc assessment report to the Field Coordinator/WaSH Coordinator • Draft ad hoc internal report regarding support to SI programmes • Draft monthly, quarterly and final donor reports for submission to UNICEF • Computer literacy with proficiency in MS Office Suit; working knowledge of GIS software is desirable
PROFIL
PROFIL Education: • University degree in a relevant field such as international development, public policy, economics, statistics, program evaluation, etc.; and/ or 2 years of project management experience in cross-cultural relief and development projects Experience: • At least 2 years of working experience in conflict and/or post-conflict contexts • Management experience in emergency response programmes and rapid humanitarian needs assessments in the WASH Sector • Field experience in conflict/post-conflict contexts • Field experience in WaSH project coordination and representation : participation in coordination meeting, relationship with donors, organisation of bilateral meetings with NGOs • Experience with monitoring and evaluation systems and methodologies • Previous experience in Southern Sudan is a major advantage Technical skills and knowledge: • Knowledge of the cluster system within the UN humanitarian reform • Ability to network and build beneficial professional relationships with partner organisations and authorities • Significant experience in Cluster participation and thorough working knowledge of the Humanitarian Reform and Cluster Approach is a plus • Knowledge of the role of NGOs/UN Agencies and specific mandates • Strong initiative with solid interpersonal, diplomacy and organisational skills • Excellent oral and written communication skills • Analysis and synthesis capacity, ability to accurately summarize information: numerous reports (weekly reports, initial assessment reports and monitoring reports for external circulation, etc) • Proficient writing and editing skills in English, • Stress management skills: ability to work under pressure, with peak of heavy work load • Experience in UNICEF partnerships an asset Other desirable qualities: • Commitment to the fundamental principles of Solidarités International charter and ethos • Ability to live in insecure environments and adaptability to changing work environment and possible volatile security situation • Resourceful and independent Language: • Fluent English : speaking, reading and writing skills, • Arabic is an asset Computer skills:
