SALARY: FSN-11 (USD 13,287 to USD 23,919 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN-10 (USD 10,839 to USD 19,515 per annum).
MAJOR DUTIES AND RESPONSIBILITIES: The Specialist reports directly to the Global Health Initiative Coordinator. S/he provides technical advice for the implementation of USAID health activities in Ethiopia and critical support to HAPN team members on gender integration and related issues. S/he monitors program progress and identifies implementation achievements as well as problems in performance and initiates appropriate actions in consultation with the his/her supervisor. S/he provides expert advice and leadership to all Mission offices on gender integration measurements and strategies for incorporation into the Mission's activity designs, development, management and evaluation. S/he will facilitate the Mission's Gender Working Group. The Specialist prepares analyses of gender issues, offers conclusions and recommendations, and reports on socio-economic and political issues that have a bearing on USAID's program portfolio and directions. S/he provides analyses for and advice on matters pertaining to USAID's programs, Ethiopia's position on legal and social issues affecting the family, and gender roles and rights.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: Master's Degree in social sciences or equivalent related field is required, preferably with a concentration in gender.
EXPERIENCE: At least five years of progressively responsible experience in the health sector working on the design, implementation and evaluation of programs. Demonstrate at the policy and leadership level in the development and implementation of successful programs. Prior work or consultative experience with bilateral or multilateral development agencies is preferred.
LANGUAGE: Level IV (fluent) in English; fluency in Amharic.
KNOWLEDGE, SKILLS, AND ABILITIES: A thorough knowledge of health and social science research and methodology is required. A thorough understanding of Ethiopia's economy, social and legal structures and institutions, and the government's domestic policies, particularly in those sectors relevant to USAID programs and gender integration. Knowledge of USAID objectives and procedures for programming and strategy development and of USAID policies, regulations, procedures is desirable. Historical knowledge of international gender analysis methodologies and trends as they apply to the African context. Demonstrated capacity to develop and maintain an extensive range of contacts in governmental, international, NGO and private sector circles. Ability to interrelate developments in the social and economic context to the broader political forces and factors at work in Ethiopia that affect gender integration. Ability to prepare factual and
interpretive reports covering complex subject matter is required.
