Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the office is organized into three sections: The Nuclear Material Laboratory including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory and the Coordination and Support Section. The Coordination and Support Section is responsible for the planning, coordination and reporting of the analytical service, the NWAL, radiation protection, quality management and technical support including the mechanical workshop. These responsibilities are implemented through 3 teams, the Analytical Services Team, the Quality Management Team and the Technical Support Team.

Main purpose

Reporting to the Section Head, the Team Leader is responsible for the effective and efficient coordination of analytical services, facilitating the exchange of information among the technical services of SGAS laboratories, the NWAL, and their respective safeguards customer (up to 1000 nuclear material samples and 1500 environmental sub-samples annually). He/she coordinates and manages the NWAL, consisting of presently approx. 20 laboratories internationally, and sample logistics (shipping of radioactive and non-radioactive samples, certified shipping containers, etc). Additionally, the Team Leader provides continuous reporting of status and performance of analytical services to various stakeholders within the Department and external to the IAEA.

Role

The Team Leader is: a leader/manager of a team of six staff (including one cost free expert); a coordinator of analytical services within the NWAL and of logistical services throughout the office and the NWAL (with stakeholders in the Department, the NWAL and external parties); a focal point on analytical services for internal and external stakeholders, and; the key resource reporting on performance of analytical services and tracking of sample status.

Partnerships

The Team Leader is the primary point of contact for information exchange among the analytical service providers within SGAS and the NWAL. As well as providing coordination, guidance and oversight, the Team Leader is responsible for ensuring that the performance of analytical services in terms of quality and timeliness meets the Department's needs. A broad range of contacts must be maintained and expanded as necessary within the Department of Safeguards (particularly with the Operations Divisions and Information Management Division) as well as external bodies (NWAL, Member States support programs). The Team Leader establishes and maintains positive working relationships with these internal and external stakeholders and other resource groups and bodies that support IAEA initiatives.

Functions / Key Results Expected

Coordinate, plan and facilitate the exchange of information among the various stakeholders, SGAS and the NWAL in order to maintain the smooth flow of analytical services to the Department. Supervise the Analytical Services Team and coordinate their activities according to changing needs. Report on status and performance of all aspects of analytical services and provide proposals on how services may be improved. In close cooperation with the Quality Management Team, suggest quality assurance measures (QC programs, laboratory intercomparisons) throughout the NWAL and report on their results. Organize Technical Meetings on analytical services with the NWAL. Liaise with licensing authorities, facilities and laboratories to enhance analytical procedures where appropriate. Provide coordination support to Departmental initiatives in the area of analytical services. Deputize for the Section Head when required.

Knowledge, Skills and Abilities

Thorough knowledge of requirements and framework of analytical services for Safeguards. Knowledge of relevant standards, guidelines and documents as relating to sample logistics (shipment of dangerous goods), analysis (ITV-2010) and evaluation of results (IT-based tools, statistics). Knowledge of procedures for nuclear material and environmental sample analysis. Ability to develop, coordinate and monitor the implementation of multiple complex technical programmes and adhere to project timelines. Proven supervisory skills, act with initiative and under limited direction. Communication skills: Ability to represents the team by chairing meetings and addressing critical issues. Ability to help others develop expertise by providing direction, coaching, and mentoring. Excellent verbal and written communication skills with a strong ability in writing and presenting technical documents. Capability to communicate concisely and effectively within a multidisciplinary, diverse team and with individuals at all levels of the organization.

Education, Experience and Language Skills

Advanced university (or equivalent) degree, in chemistry, physical science or a related discipline. Minimum of seven years working experience in coordination and management of technical projects, preferably laboratory analysis. Knowledge of IAEA Safeguards and experience with international organizations is highly desirable. Fluency in written and spoken English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 146*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
