Monitoring & Evaluation Technical Advisor (Re-Advertised)

Position Description:

Reports To:Director of Programs

Location:Central Office Dar es Salaam with 50% travel to the sites.

Overall Objective:

The successful candidate will provide overall technical support in the planning and implementation of monitoring and evaluation activities required for HIV/AIDS care and treatment services within facilities supported by THPS. S/He will lead the M &E unit and serve as the focal person for all M&E related issues with donors, MOHSW, RHMT, CHMT and other stakeholders as requested by the CEO.

Responsible for the overall coordination of Monitoring and Evaluation activities

Provide leadership on timely reporting of monthly/quarterly semi-annual and annual reports

Provide leadership on reviews of database and hiring of other junior M&E staff within THPS and also at the R/CHMT

Write care and treatment narratives and coordinate the writing of other report narratives and address report queries

Coordinate M&E team meetings and work plans and track of the outputs

Assist in refine M&E materials and data management systems

Provide technical support in the process of data quality assurance(DQA), data cleaning and summarization

Provide leadership for capacity building of the ME team including field M&E staff employed by the R/CHMTs and THPS supported health facilities to improve national M&E systems, use of data and timeliness of reporting.

Tracking DQA visits/reports

Coordinate implementation of regular quarterly data sharing meetings with THPS supported facilities

Identify capacity building needs of the M&E team in collaboration with the Director of programs

Liaise with the Director of programs to update the JDs of M&E staff and communicate changes

Provide inputs on funding applications and renewals

Compiling timely weekly and monthly M&E activity reports

Any other duty as requested

Preferred Qualification and Skills:

Bachelor Degree in epidemiology, biostatistics, public health, international health, or a related discipline

A background in a medical-related field is an advantage

Advance degree in epidemiology, biostatistics, public health or related discipline will be an added advantage

Four or more years of experience in the design, implementation and management of health monitoring and evaluation systems

HIV/AIDS epidemiological experience preferred. Experience with primary collection of clinical data, design of forms and data collection instruments, and data analysis is an advantage

Extensive experience with Microsoft Access and Excel and one or more of the following statistical analysis packages (SAS, SPSS, STATA)

Excellent communications skills in English and Swahili

Leadership skills, team building and good interpersonal skills

Sub-Grants Manager

Position Description:

Direct report:Chief Operations Officer.

Functional reportees:Sub Grants Officers.

Position Purpose:

To be responsible and focus on all issues related to the successful and efficient management of the receipts of THPS funds and monitors the financial and administrative systems to use to monitor such funds.

Essential Functions:

Assess in collaboration with the Chief Operations Officer, the financial and administrative needs of the sub awardees, individually and as a whole.

Develops or adapts administrative and financial policies and procedures for sub awardees which includes; manuals, user guides and templates to be compliant with THPS requirements.

Provides training and technical support to sub awardees to improve their administrative and financial system and procedures, including the use of THPS management tools, but also including more general improvements in managements of funds

Ensures consistent application of THPS financial and administrative policies/standards, as well as

US Government rules and regulations

Acts as a resource person for tracking and monitoring systems and reporting policies and procedures to subawardees

Assist subawardees with donor required quarterly reporting, monitors' timelines for reporting and act as liaison between the subawardee, THPS and the donor finance team.

Monitors subawardees invoices and advances from donor

Assists in execution of new subcontracts and subcontracts close outs

Monitors the need for external audits of subawardees, obtaining quotes from auditing firms and manages audit process as needed.

Provides financial orientations for new subawardee finance as needed.

Coordinates with THPS finance staff to correct subawardee account errors and improve system

efficiencies

Travel to train subawardees in financial management and administration and to perform financial reviews of projects.

Other duties as assigned by the Chief Operations Officer or Director of Program

Preferred Qualification and Experience

The candidate must hold Advanced Diploma in Accountancy, or Bachelor degree in Finance or Accounting, Business Administration, or Corporate Management with CPA or ACCA full qualification

Masters degree in finance, Business administration accounting or corporate management will be an added advantage.

Minimum of five years working experience in senior level finance, auditing or accounting position.

Knowledge and skills required.

Knowledge of donor funded project preferably USG financial policies and procedures

Knowledge of finance, accounting, budgeting and cost control.

Skills in analyzing financial data and prepare financial reports.

Knowledge in human resource management is.a must.

Strong analytical skills in applying accounting principles and ensure that best practices are observed.

Ability to lead teams of multidisciplinary

Experience in strategic planning and execution

Knowledge of automated financial and accounting reporting systems

Knowledge of federal and state financial regulations

Technical Director

The Technical Director provides technical guidance oversees and integrates all elements of clinical HIV and AIDs care including adult and pediatric HIV care and treatment, pharmacy and laboratory systems, reproductive and child health including PMTCT/EID and Cervical cancer screening, adherence and psychosocial support, TB/HIV, M&E and other technical units.

S/He integrates THPS's various program streams to ensure comprehensive services and coverage, and complementarily.

The position will provide strategic direction for HIV clinical care, support all technical staff, Technical/Clinical Advisors and I the Regional Managers on technical approaches; ensure quality of care and standardization of activities across the regions. Of high priority is to ensure a sustainable capacity building program to health care providers in the filed through clinical mentorship, continuous medical education (CME) sessions and systematic supportive supervision.

The position also is the key liaison with the donor and Government of Tanzania on clinical care issues as directed by the Executive Director.

The position will focus on quality of HIV prevention, care and treatment and improved clinical skills drawing on international and national standards, promoting innovations, supporting national entities and committees engaged in HIV/AIDS clinical care.

Finally, the position mentors and builds skills and capacity of technical staff.

Adherence and Psychosocial Support, Laboratory support, Monitoring and Evaluation, Drug Management, PMTCT, TB/HIV Integration Cervical Cancer Screening and Treatment of Opportunistic Infections, and Leadership for defining and delivering technical support to health care facilities supported by THPS, : working with program managers and service delivery sites to develop and implement on-site training and assessment activities.

Manage relationships with key Ministry of Health and Social Welfare and donor partners and : facilitate effective communication between THPS and its partners under the guidance of the Executive Director.

To carry out other duties and responsibilities as assigned

5+ years of experience in development and management of international HIV/AIDS programs, with extensive HIV/AIDS program experience strongly preferred.

Background and experience in the logistics and implementation of large-scale HIV/AIDS training programs.

Extensive experience in HIV care and treatment and HIV/AIDS program management

Ability to supervise clinical and laboratory staff, develops projects/activities, set realistic priorities work plans and timelines, and evaluate appropriately.

Excellent interpersonal and team building skills

Exceptional written and verbal communications skills in Swahili and English

Must be capable of independently developing and implementing the duties described above

Adherence & Psychosocial Support Field Officer

Position Description:

Direct Report:Senior Clinical Advisor

Key Responsibilities:

The incumbent will be a member of the Adherence and Psychosocial support and Community linkages and will provide a day to day oversight of the following areas:

Psychosocial support groups in PMTCT

Manage and roll out psychosocial support groups for HIV positive mothers enrolled in the PMTCT care at THPS supported health facilities.

Facilitate the sub-granted NGO working in THPS supported area to manage and administer the monthly PSG meetings.

Facilitate close linkages, networks and referral mechanisms between the facility-based PSGs and various community based support services including the PLHIV support groups

Work closely with the PMTCT team at regional level to ensure high quality services

Work with districts and the sub-contracted NGO (WAMA) to conduct PMTCT sensitization activities to raise awareness of PMTCT in the communities

Coordinate and link PSG members to other community support services:

Assist in preparations of Regional semi-annual PSG meetings on six monthly basis Peer Education in both PMTCT and CTC

Assist in conducting selection, training and supportive supervision of Peer educators

Support the implementation of peer education program in PMTCT and Care and Treatment settings by ensuring PEs trace defaulters, mobilize ANC/PNC HIV infected women to join support groups and assist in conducting PSG meetings, providing testimonials and linking positive mothers into care and treatment services.

Work with both DACC and CHAC to develop inventory for community-based support services within the Pwani region and Strengthen community mobilization activities and linkages with community based organizations

Work with District councils and the NGO responsible for the PE program to ensure establishment, registration and support is provided to the PE support groups

Clinical adherence support

Work with APSC PO to provide technical assistance to HCWs on care and treatment sites to implement protocols on adherence support for clients on antiretroviral care and treatment

Assist in the assessment of APSC specific standards of care (SOC) at the THPS supported health facilities.

Conduct supportive supervision and CMEs on clinical adherence support to HCWs as per THPS site support guidelines

Distribute to facilities the relevant job aids and materials related to adherence counseling and assessment

Maintain the relationship with RHMT and CHMI and Faith based organizations responsible for APSC services in the region.

Take part in the integration of other programs, PMTCT, Pediatric, PHDP, cervical cancer screening and TB/HIV units within APSC in the region through training and implementation.

To prepare monthly summary report and provide periodic progress reports and provide input for the preparation of the quarterly reports.

Performs other related duties as assigned

Essential qualifications

Diploma or Advanced Diploma in Nursing/Medicine

Certificate in National ART training and/or PMTCT care spectrum counseling

Work experience in HIV and AIDS care and treatment / PMTCT settings

Work experience/training in the National VCT/PITC counseling is an added advantage

Work experience with community-based PLHIV groups or PLHIV post-test groups is an added advantage

Familiarity with district-level health care systems in Tanzania is highly desired

Strong supervisory and management skills

Ability to work independently with strong problem-solving skills

Good verbal and written communication skills
