Zambia ranks among the least developed countries in the world according the Human Development Report 2010. Health outcomes in Zambia are very poor, maternal and child mortality rates parallel those of countries in or post conflict-the recent maternal and child mortality reductions notwithstanding.
The Government of the Republic of Zambia is committed to achieving the Millennium Development Goals and the Ministry of Health is working closely with development partners to improve health services systems and delivery towards achieving the goals of the health-related MDGs. However, the collusion of many negative factors on a weak health system including challenges in the procurement and supply chain management does not bode well for child survival in the country. To address this challenge the Essential Drugs Supply Budget Line initiative and the Ministry of Health, in collaboration with World Bank, DFID and the USAID, piloted the Essential Medicines Logistics Improvement Programme (EMLIP) in 2009. The pilot evaluated alternative supply chain models to the current system. The Ministry of Health would now like to roll out the successful model to the rest of the country, through a joint approach with the national Medical Stores Limited, which is responsible for logistics and supply chain services and management in the public health sector.
Justification The incumbent will support the Ministry of Health and the national Medical Stores Limited (MSL), performing following duties and responsibilities to successfully roll out the EMLIP nationally.
Major Duties and Responsibilities
Provide direct support to the Ministry of Health with the management of EMLIP Advice MOH and the Medical Stores Limited (MSL), and other cooperating partners in the organizational development necessary to reach EMLIP objectives Support MOH in EMLIP roll out based on agreed implementation plan and logical framework Ensure progress towards one integrated health supply system according to the implementation plan
Assist the Ministry of Health and MSL with improvement and integration of the health supply systems within the frame work of Zambia’s Sixth National Health Strategic Plan (SNHSP).
Facilitate the development of a national supply chain strategy. Provide assistance in assessment of the health supplies systems and gap analysiBuilding EMLIP into the MOH’s Annual Action Plan Ensure linkages of EMLIP to the Zambia National Health Strategic Plan Support the MOH and MSL in advocacy for and preparation of a national logistics and supply chain masterplan and related strategies, as articulated in the SNHSPFacilitate removal of bottlenecks Ensure dissemination of findings amongst stakeholders Support MOH and MSL in the coordination of TA provided by partners to facilitate relationship building, stakeholder harmonization and alignment towards one integrated health supply system
- Support capacity development of procurement and supply staff at district and province level to ensure efficient and effective rollout of EMLIP Identify capacity gaps (currently not covered under the EMLIP rollout plan) Support MOH in revising and setting up a new logistics and supply chain management national training plan Coordinate and ensure the implementation of the national training activities Assist the MOH in promoting the use of and supporting the implementation of the national training programme Support MOH with the strengthening of Drug and Therapeutics Committees at Provincial, Hospital and District levels and assist in the training of these committees Provide input into Standard Treatment Guidelines, and the Essential Drugs List where necessary Promote Rational Drug Use with DTC level and advise MOH on RDU training needs.
