RTI INTERNATIONAL JOBS JULY 2012

RTI INTERNATIONAL has received funding from the United States Agency for International Development (USAID) to implement the 5-year USAID/Uganda School Health and Reading Program in collaboration with the Ministry of Education and Sports of the Government of Uganda. The primary objectives of the program are to improve early grade reading outcomes for children in primary school and to develop sustainable health education systems that support national HIV/AIDS prevention efforts.

RTI is an independent, nonprofit institute dedicated to improving the human condition. With a staff of more than 4,000 people, RTI offers a full spectrum of innovative and multidisciplinary research, development and technical services worldwide. RTI is the lead implementer of the USAID/Uganda School Health and Reading Program and is seeking suitable candidates to fill the following positions:

Driver (4 positions):

Will drive the project vehicles with strict adherence to local traffic laws and in accordance to project rules and regulations pertaining to vehicles. S/he will transport project staff and materials in Kampala and the regions and maintain the vehicle in a satisfactory condition, including weekly cleaning of the interior and exterior and periodic (quarterly) cleaning of the motor and chassis. S/he will carry out project errands as required and ensure that the vehicle usage log is updated on a daily basis.

Requirement:

Secondary schooling desirable with I year of relevant experience; Valid driver's license in good standing; Knowledge of car mechanics and repair; 5 years of experience in driving a vehicle; preferably for a USAID or other donor project Willingness to drive on missions in the interior of the country. Preferred: Training certificate in defensive driving.

Office Assistant:

Will assist in providing a wide range of administrative and support duties for the program. S/he will coordinate office space for visiting RTI/USA staff or outside consultants and is responsible for daily office cleaning, resupply, and maintaining office supply stocks. S/he will assist in coordination of meetings with USAID/Uganda and other USAID supported partners, type general correspondence, answer telephone calls and perform other administrative taste as needed.

Requirement:

  • At least one year of relevant office experience with word processing experience required;
  • Demonstrated effective typing skills using a computer required; Working knowledge of telephone system and standard office equipment, fax and photocopier;
  • Demonstrated experience using Microsoft Office Suite applications including Excel and Word Proficiency in technical typing preferred;
  • Ability to organize and effectively process and maintain records and files;
  • Discreet in the judgment and management of confidential matters, materials and sensitive issues.

Program Assistant:

Will establish and maintain project electronic and paper files, provide support to track accounts payable and receivable, and manage logistics (including purchase of supplies, making photocopies, reservations, etc.) for regional travel. The Program Assistant will monitor project correspondence and ensure proper.

Maintenance of project equipment. S/he will liaise with suppliers, including obtaining required 3 price quotes, processing payments and ensuring deliveries, develop and update vehicle usage and maintenance calendars and provide support to regional administrative assistants as needed.

Requirement:

  • Associates degree with 2 years of experience in project administrative support;
  • Knowledge of computer software such as Word, Excel, PowerPoint Ability to communicate and liaise verbally and in writing with partners/suppliers/visitors and staff, and interpret/respond clearly and effectively to verbal or written instructions.

Accountant:

Will assist with management of finances and administration of the program and ensure compliance with RTI financial procedures. S/he will prepare and submit monthly financial statements (including expenses, receivable and payables). S/he will ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US and/or to RTI’s regional office in Nairobi. Perform other related duties as assigned.

Requirement:

  • Bachelor's degree in business/accounting and 3 years relevant experience; Knowledge of institutional accounting and budgeting practices, especially those used by USAID;
  • Audit experience is a plus; Excellent computer skills including Word, Excel, and Access.
  • Knowledge of Quickbooks preferred.

IT Specialist:

Will Support Windows PCs and Windows Servers and maintain network infrastructure including ISP, router, Ethernet switch, PABX and VoIP. She will set up, maintain, and support the IT infrastructure for additional project offices as they are established. S/he will assist with technical specifications, budget, and forecast the IT requirements for the offices and coordinate the procurement for the same. The IT Specialist will ensure compliance with RTI Information Security policies and procedures and supervise the performance of any local IT firms or staff hired to support the project offices.

Requirement:

  • Bachelor's degree in information technology or related field with 6 years experience supporting and troubleshooting Windows PCs, servers, printers and networks of similar work environment;
  • Microsoft or networking certifications on the above platforms preferred;
  • Supervisory and NGO, experience preferred; Local IT market awareness desired.

Logistics Specialist (2 positions):

Will manage procurement of office furniture, IT equipment, IT services, and vehicles. S/he will plan and organize daily, weekly, monthly and quarterly projections for logistics needs and movement. S/he will ensure accurate inventories of RTI assets and resources. The Logistics Specialist will manage other logistic duties relating to project activities as may be assigned by the COP.

Requirement:

  • Bachelor's degree plus 3 years of experience in logistics, supply chain management, or related field;
  • Experience working with USAID or other US government-funded projects desirable; Must have strong organizational skills, ability to multi-task, and be detail and deadline-oriented.

District Education & Health Coordinator.

Will facilitate the transfer of knowledge, and ensure smooth implementation of logistics and funding flows without interruptions. DEHCs will assist with the central and local governments in improving and coordinating the implementation of project activities aimed at improvement of literacy in early grades and HIV/AIDS education in primary and post-primary schools. DEHCs will provide support to the monitoring and evaluation (M&E) and impact assessment efforts.

Requirement:

  • Bachelor's degree in education, social work, public health, or related field with 6 years of increasingly responsible experience in coordinating projects in the education/health/social sector,
  • Fully competent in information systems skills, particularly in publications software; Strong planning, community mobilization and inter-cultural communication skills required;
  • Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development. Preferred:
  • Experience working with district local governments.

Professional Development Specialist (PDS):

Will translate the vision of the improved curriculum into more effective and innovative teacher training in both pre- and in-service teacher training institutions, as well as support the Ministry of Education (MOE) to integrate these new practices into the policy and financial framework. S/he will work with the COP and Senior Management team in very close cooperation with education officials at the central and local governments and relevant pre- and in-service institutions to accomplish this task. The PDS will provide support to the MOE and the project staff in joint efforts to improve pre- and in-service teacher training in the early grades, training of teachers in the use of active learning methods, reinforcing teachers’ understanding and use of English and Mother Tongue as languages of instruction, and strengthening the capacity of TTCs and the TSC to design and deliver pre-service and in-service teacher education activities.

Requirement:

  • Masters degree in education with 6 years or relevant experience; Experience in developing teacher training curricula;
  • Significant experience in education development for reading and/or literacy in early grades; Track record of performance excellence meeting targets and objectives; Strong relationship with government counterparts in order to reach national scale with improved reading performance;
  • Experience in providing technical assistance, planning and coordinating program field work;
  • Experience with USAID-funded projects preferred.

Communications and Advocacy Capacity Building Specialist

Will provide the overall communications support for the project and translate the project goals and vision into messages that will speak to children, parents, teachers, and all Ugandans with respect to students’ improved learning. S/he will also provide capacity building for the MOES in the area of strategic communication and other associated tasks. S/he will be responsible for the development, implementation and oversight of a strong communications campaign, as well as provide capacity building support to the MOES and counterparts. The Specialist will help raise national awareness on the issues of early grade reading and improving student learning.

Requirement:

  • Master degree in communications, public relations, journalism, or related field; 6 years of increasingly responsible experience in communications in social sector;
  • Familiarity with communications approaches for planning, executing, and monitoring communications strategies;
  • Experience conducting communications campaigns and capacity building efforts in Uganda; Fully competent in information systems skills, particularly in publications software;
  • Ability to train and develop capacity in regional and country-level staff;
  • Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development.

Finance and Administration Director (FAD):

Will manage all project activities in finance, human resources, grants management IT, logistics, and general administration requirements for the project on a national level and ensure compliance with the terms of the contract. S/he is responsible for implementation, quality control, reporting, monitoring and staff management. This includes supervising, coordinating and training financial/administrative staff. The FAD is also responsible for ensuring appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and other related to financial management) are in place to property disburse, account, budget and report project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement.

Requirement:

  • MBA plus nine years of experience in business/accounting or bachelor's degree plus twelve years of relevant experience.
  • Additional professional training in accounting/business management preferred.
  • Proficiency in spreadsheet software (MS Excel) and accounting software. QuickBooks proficiency is desired.
  • A minimum of seven years experience as accountant or responsible for financial management of donor funded programs; experience with USAID projects preferred.
  • Experience in managing a large administrative team. Minimum of two years of supervisory experience. Ability to prioritize multiple tasks in a fast paced and complex environment.

Deputy Chief of Party (DCOP):

  • Will provide will play an integral role in overseeing programmatic activities and providing managerial supervision for all aspects of the program.
  • S/he will provide guidance and support to technical staff to implement program components, including support for early grade reading and mathematics instruction, teacher training, district support, and social advocacy initiatives.
  • The DCOP will interface with both USAID and other counterparts regarding the overall direction of the project in the absence of the COP.
  • S/he will oversee general office operations, financial management, monitoring and evaluation, communications, and information technology support.
  • Provide oversight to budgets, grants, operational plans, reporting, and procedural and financial compliance.
  • The DCOP will establish and maintain cooperative relationships with key stakeholders, including government counterparts.
  • S/he will be accountable for the timely submission of all required contractual deliverables and expected results.

Requirement:

  • Master's or higher degree education, business administration, or in a related field; 12 years of experience in education program implementation, early grade learning, teacher professional development and/or district and school management support programs;
  • Demonstrated experience supporting Ministries of Education to improve their education systems, working in the education or human capacity building sector for education management and service delivery;
  • Experience as a senior-level manager of similar education programs; Prior experience and familiarity with donor project management policies, procedures and reporting requirements, particularly USAID.
