Place of Performance: Cairo, Egypt; Workweek: Sunday-Thursday from 0800-1630
Service Objectives:
The contractor will provide expert laboratory assessment, technical advice, training and consultancy to CDC Global Disease Detection Regional Center (GDDRC) located in Cairo, Egypt to strengthen and build laboratory capacity in the countries that GDDRC currently partners with in Middle East, North and West Africa, and with potential new partner countries.
Task Requirements:
• The contractor shall coordinate all activity with the Director, GDDRC, and shall assist in writing grants proposals, reports, and manuscripts.
• The contractor shall develop and monitor laboratory diagnostic methodology (viral isolation, molecular or serological), standard operating procedures and study design for ongoing research studies and for public health surveillance activities.
• The contractor shall provided training to collaborating partners and shall participate in the development of training materials.
• The contractor shall provide laboratory expertise, conduct assessments, and training with WHO EMRO and other health organizations to support the implementation of the International Health Regulations (IHR).
• The contractor shall assist countries in the Middle East in building laboratory diagnostic quality management capacity per IHR requirements.
• The contractor shall provide consultancies to ministries of health in their efforts to develop national public health institutes.
• The contractor shall provide leadership and assist in developing a regional plan to support establishing/strengthening laboratory quality management systems in countries of the Eastern Mediterranean Region.
Minimum Qualifications and/or Certifications:
• PhD in microbiology, molecular biology, virology, or relevant laboratory science
• At least 5 years laboratory and/or research experience
• At least 3 years experience in developing, planning, and implementing disease surveillance and laboratory-based research protocols
• At least 2 years experience working as an advisor or consultant in the Eastern Mediterranean Region or in the countries noted in this announcement
• At least 3 years experience working with international collaborators (example CDC-Atlanta, Ministries of Health, WHO regional offices) providing training, oversight, and technical guidance on surveillance activities
• State Department Foreign Service Institute (FSI) language proficiency in English (Level 4) and French (Level 3)
