PROCUREMENT OFFICER - ELECTRICITY REGULATORY AUTHORITY, Uganda

JOB TITLE: PROCUREMENT OFFICER REPORTS TO: CHIEF EXECUTIVE OFFICER JOB PURPOSE: To ensure that ERA is resourced through an effective and efficient procurement system. To ensure that the Procurement system complies with the set regulations and consistent with the PPDA and any other relevant legislations to ensure that all procurement activities achieve the best value proposition through the Value For Money criteria KEY RESPONSIBILITIES: Maintain an approved list of pre-qualified suppliers facilitate the Contracts Committee to execute its business and follow-up the implementation of the Committee’s decisions Manage the bidding process from initiation, preparation of bid solicitation documents, opening and closing, evaluation and award procedures in accordance with the regulations Monitor Contract management by Users and report any significant departures from terms of references/Specs and award conditions to the Accounting Officer Advise the Users and Accounting Officer on all technical matters pertaining to procurement and recommend appropriate changes in procedures as necessary from time to time. Ensure accuracy, completeness and storage of procurement records of the Authority Prepare monthly reports for the Contracts Committee and PPDA Co-ordinate the procurement and disposal activities of all the units/departments of the Authority Prepare other reports as may be required from time to time

Requirement: Comprehensive working knowledge of the Public Procurement and Disposal of Public Assets Act and Regulations Knowledge of procurement planning Excellent communication, interpersonal and negotiation skills Ability to train, and supervise other staff in matters related to procurement. Computer literacy Ability to work under pressure and meet strict deadlines Minimum Education & Years of Experience Qualifications. Bachelors Degree in Business Administration, Procurement Studies, Engineering, Commerce or any other related subject. Must be a Registered member of CIPS Experience Minimum of 3 years experience in a similar position in a reputable/comparable organization. Age Age: Between 25 -40 years Salary and benefits: The successful candidate will be paid a competitive salary.
