The role

Reporting to Pastoralism Programme Manager, You will be responsible for supporting the work of the Oxfam Arusha office team by taking responsibility for the Oxfam vehicle driving and safety of passengers while ensuring the vehicles are kept secure at all the times. Drive Oxfam vehicle in accordance to the government legislation and with organisational policy and security guidelines. Record all journeys, services, and maintenance information in the vehicle logbook. Ensure that safety belts fitted in the vehicle are maintained in working order and used by passengers. Ensure that spares, tools and first aid kits are carried, sufficient fuel and water as required. Ensure Oxfam vehicles are clean and well maintained by carrying out basic daily check and provide written report of any mechanical problem, accident and any incident involving Oxfam car immediately. Ensure all personal documents are up to date and inform the relevant part when vehicle documents need renewal. Ensure that only Oxfam personnel are passengers in the vehicles and obtain authorization from the Country Director for any other passenger in Oxfam vehicle. Carry out any other reasonable duty commensurate with this post as requested by the Country Director and Finance and Administrative Officer.

The person

A candidate envisaged for this role will hold a full clean driving license which is valid to use in Tanzania. Possess at least 2 years driving experience in a similar role. Experience of working as part of the team and capable of working well with others. Good organisational skills, ability of managing own workload and cross cultural sensitive. Good interpersonal, communication and time management skills. Flexible, self motivated, and committed to Oxfam values and ethics.

This post involves working in a pastoralist environment to a large extent. A post holder will be required to be culturally sensitive, flexible in their work attitude and cooperate with colleagues to ensure the efficient, effective and economic use of Oxfam resources.

Finance and Administration Assistant

The role

Reporting to Finance and Administration Officer, You will be responsible for the efficiency and effective assistance in the administration of all finances and human resources while ensuring high standard of accounting and Finance controls. Support in the preparation of payroll.Support finance and administration team to manage floats and initiating payment process by ensuring all documentation to support payment is Prepare local purchase orders and invoices for authorization and processing of petty cash payments, check payments, and daily banking in line with financial procedures. Prepare and issue month end accounting reports and ensure theses are submitted in a timely manner. Maintain and monitor records for suppliers and maintain fixed asset register. Provide support in the preparation of payroll. Provide administration support in the HR function such as recruitment, staff training and development, health and safety and security processes. Act as a custodian of all staff personal files making sure the files are updated regularly as required and making sure each employees has an updated personal file all the time. Support programme team during external event preparation. Act as a personal assistant to the Country Director by managing Country Director's diary, in-tray and agenda for internal and external meetings. Provide secretarial support to the Country leadership and management meetings and other meetings.

The person

A candidate envisaged for this role will hold a degree in relevant discipline or equivalent professional qualification and experience. Possess basic experience in book keeping, accounting, human resources management and general administration. Possess basic knowledge of computerised systems and demonstrable experience of working with computerised accounting packages and spreadsheets. Excellent inter- personal and communications skills and ability to maintain high level of confidentiality. Fluent in written and spoken English and Kiswahili. Ability to work with others and must be committed to Oxfam values and objective. Sensitivity to working in different environments and willingness to work unsociable hours occasionally.

Finance and Systems Manager

We are currently looking for a dynamic and knowledgeable Finance and Systems Manager to enhance the impact of our work in Tanzania.


The role

Reporting to Associate Country Director. You will be responsible for the implementation of the corporate, regional and country finance and logistics strategies within the country. Leading in the budget preparation of financial projections/ forecasts and ensure reporting requirements are met. Ensure that all donor financial requirements in regard to funding are monitored and you will manage the preparation of financial reports to donors according to set deadlines. Oversight all partner organisations financial and logistics capacities, manage process to review compliance of partner organisations and improve their skill sets and commitment to delivering complete financial records and reports. Advice the Associate Country Director on legality matters and impacts on programme delivery. Support and advice programme staff on financial management and control issues, ensuring effective liaison between programme and finance staff throughout the country. Provide Support on Fundraising by reviewing budget proposal to ensure donor requirements are adhered to and recharge opportunities are maximised within the objective of the programme. You will continually review Oxfam GB's finance systems and procedures in Tanzania and you will build strong relationship with Oxfam Ireland Finance and Systems Manager, field finance and logistics to ensure effective support and adherence to policies, procedures and best practice. Maintain completeness and integrity of data within people soft financial systems (GL and OPAL) for easy generation of reports and contribute to capacity building for staff working under your supervision.

The person

A candidate envisaged for this role will hold a post graduate degree in relevant discipline or equivalent professional qualification and experience. Hold expertise in the application of strategic financial management and experience in maximising resources utilisation. Professionally qualified finance manager with some experience in large and complex organisations and the ability to influence and support colleagues in appreciating the importance of financial standards procedures and controls. Strong ability and willingness to communicate effectively promote a team environment and transfer skills. Possess Strong planning and analytical skills with the ability and confidence to analyse current needs in your area of operation, and make recommendation for changes when necessary. You will have experience of working with computerised accounting packages and spreadsheets. Prior experience working for an International NGO in an emergency or development context would be desirable. Excellent written and oral English is essential and good Kiswahili language skills would be an advantage.

The role

Reporting to Associate Country Director, you will be responsible in leading, updating and maintenance and delivery of the Tanzania funding strategy to enable the full delivery of a programme in line with the Tanzania Joint Country Analysis and Strategy and annual operating plans. Develop funding strategy for Tanzania's programmes and manage existing significant funding processes, manage donor contracts, support the development of long term quality proposals and seek multi- year funding from potential donors whenever possible. Providing a consistency in relationships with institutional donors, supporting programme team in planning and managing restricted funds, continuously work on establishing relationships with existing and new donors. Lead in securing restricted funding from existing donors and new donors provide updates on guidelines and procedures and work closely with programme managers and coordinators to ensure greatest use of restricted funds. Strengthen the capacity of colleagues across the country in the planning, securing and management of restricted funds through workshops, material development and accompaniment.

A candidate envisaged for this role will have a significant experience based skills in planning, securing, and managing funds and have an Understanding and experience of working with institutional donors such as SIDA, EC, DFID and UN. Excellent in documentation and writing skills with ability to produce clear and timely written proposals and reports. Experience of working in the field and understanding of programme issues and knowledge on project management tools, numeracy, budgetary and financial skills. Demonstrate a commitment to gender and diversity issues. Possess sound skills in capacity building in relation to fundraising and programme management. Vegetable Value Chain Advisor

The role

Reporting to Private Sector Advisor, You will be responsible for coordination and supervision of resources and processes in support to vegetable value chain development programme in Lushoto and Korogwe districts to be properly delivered to achieve objectives of sustainable livelihoods for smallholder women and men in Tanga region. Work in collaboration with strategic partners and other actors to advocate the effects of policies and rights to land and water for smallholder farmers while maintaining dialogue with local authorities on women's access an control over water and land resources. Identify Private Sector opportunities and provide advice to project partners on best methods for engagement with these opportunities. Provide expertise advice and support programme partners to participate effectively in implementation, analysis, review and assessment of approaches and progress used for strengthening the vegetable value chain in the region and country at large. Support project partners, private sector and producer organisations to facilitate Value Chain Actor Forums at district level and facilitate engagement of the government where appropriate. Liaise with development partners in empowering women to become active participants in the Vegetable value chain and to increase the share of benefits for women. Advice and facilitate producer groups on the use of agricultural inputs, improved production practices and extension services in collaboration with private sector, district councils and the local development partners. Prepare quality technical, financial and progressive reports for Oxfam and donor organisation. Implement an effective monitoring and evaluation process so that a constant assessment of programme effectiveness can be undertaken and adjustments can be as necessary. Provide capacity building to partner staff on development of business models and commercialisation of the vegetable sector and engagement of the private sector. Design and evaluate business and other strategies that enhance women economic leadership.


The person

A candidate envisaged for this role will hold a relevant advanced level degree in Economics, Agriculture Economics and Agribusiness, Business and/or Public administration or other disciplines relevant to the job with not less than five years professional experience in the business models, private sector partnerships and sound knowledge of the agricultural sectors. Demonstrated skills and experience in value chain development and business development services that have befitted smallholder farmers. Experience on putting women at the centre of the profitable agriculture value chains. Excellent understanding of sub-sectors that are important to smallholder farmers and the ability to clearly map out value chains and the ability to develop business models. Understanding of the agriculture private sector within Tanzania and sound knowledge of the Tanzania environmental National policy, economic growth, pro poor policies and participatory approaches. Extensive experience in key aspects of project management (planning, implementation, monitoring and evaluation).Strong personal initiatives and self motivation with proven ability to work well under pressure and be flexible in demanding situations. Proven communications skills both written and verbal English and Kiswahili that informs and influences others. Knowledge and awareness of Gender and HIV/AIDS issues which are mainstreamed in this programme.
