SOLIDARITES INTERNATIONAL started working mission in South Sudan in 2008 and is currently running WASH programs in Upper Nile, northern Jonglei and Unity States with the support of OFDA and CHF funding. In addition, ECHO is supporting SI in the implementation of a WASH Emergency Preparedness and Response project covering the whole country. SI’s programming in South Sudan have continuously maintained a component of emergency preparedness and response, both in the regular program teams and the assigned deployable Emergency WASH Response Team as the need was identified for improving the timeliness, effective and adequacy of emergency response assessments and interventions. Since the 1st of January 2011, SI has a PCA with UNICEF to fund one State Focal point in Unity State for increased WASH cluster coordination and WASH emergency core pipeline management. This agreement was extended to Upper Nile in October 2011, and renewed in May 2012 until the end of the year. SI is also one of the active WASH cluster partners at national level. As a result, SI has an established knowledge of the areas targeted for this proposed intervention, a contextual understanding of the humanitarian situation in South Sudan and strong experience of intervening in emergency WASH activities in South Sudan. Yida: In the months of April-May 2012, the increased tensions between Sudan and South Sudan, SAF military assaults in Southern Kordofan, and the deteriorating humanitarian situation have pushed more people to cross the borders and the daily rate of arrival in Yida has increased to an average of approximately 550 people during the April-May 2012 period, which is more than five times the averages in February 2012. To date, around 40,000 people have arrived in Yida, which initial population was about 1,400 people, and the camp is expected to grow to 60,000 people in the coming months. Efforts for re-location of people to other camps, farer from Sudan border, are ongoing however a large population remains in Yida, and it is becoming clear that mass movements before the rainy season will not be successful. Agencies on the ground (Samaritan’s Purse, IRC, Care, MSF, NVPF, WFP and UNHCR) are attempting to increase facilities and services to try to keep up with demand, a struggle which is compounded by the lack of available materials, important logistical constraints and lack of local skills which has made interventions challenging in Yida. SP is the only WASH agency on the ground since the beginning. Supplies delays and lack of existing local technical capacity have meant rehabilitations and repairs are challenging. This, compounded with the sudden influxes of population has resulted in an urgent need for increasing the capacity of existing WASH facilities and services. Health partners also raised their concern regarding waterborne diseases and risk of disease outbreak. In The MSF health center, receiving 1 573 consultations per week, bloody diarrhea is the biggest cause of morbidity. Maban: In Maban, refugees have arrived in 2 major influxes: 68,000 refugees were settled in Doro Camp and Jamam Camp between November 2011 and January 2011. From mid of May 2012, a second wave of refugees began to arrive in alarming numbers crossing the border: there is an estimated 37,293 refugees already in South Sudan, and the reports from community leaders indicate up to 20-30,000 refugees on their way to South Sudan who are expected to cross the border in the coming days. The new influx of refugees is causing significant humanitarian challenges, partners already operating in the existing camps are over stretched and trying to bring humanitarian aid to those moving from El Foj, through Hofra and to km 18 where water sources, services and access are major concerns hence relocation and movement of refugees to newly established camps is priority where water and other services can be provided with additional push and support from partners. SI will respond rapidly to the emergency WASH needs in Yida, with a first focus on hygiene promotion and minimum access to water and sanitation facilities in close coordination with UNHCR and Samaritan’s Purse (SP). The Log/Admin will the support the emergency response. SI will respond rapidly to the emergency WASH needs in Maban, in close coordination with UNHCR and ACTED. Salaried post: from 1400 euros gross per month, according to experience, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment. - Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks.
