1) GENERAL BACKGROUND
The Partnership Against Transnational-crime through Regional Organized Law-enforcement (PATROL) - under the lead of the UNODC Regional Centre for East Asia and the Pacific - provides assistance to countries within the Greater Mekong Sub-region to combat Transnational Organized Crime TOC). Drawing upon the success of the existing Border Liaison Office (BLO) mechanism, the objective has been to strengthen cross-border coordination and cooperation to help countries in the region to respond to threats beyond drug and precursor chemical trafficking. This expansion includes trafficking in persons, smuggling of migrants, as well as trafficking in timber, wildlife, ozone depleting substances (ODS) and hazardous waste. The focus of assistance activities has been to: (i) strengthen and expand BLO operations; (ii) ensure legislative and policy frameworks meet international obligations and standards (iii) enhance mechanisms to promote cooperation between criminal justice agencies and borders; (iv) implement strategic and operational information on illicit trafficking used by stakeholders into evidence based reports and ; (v) train and inform capable front-line law enforcement officers, prosecutors, judges and other specialized officers.
2) OBJECTIVES OF THE ASSIGNMENT
Under the supervision of the UNODC project coordinator, the incumbent will be responsible to produce and implement a comprehensive set of training material for frontline border and law enforcement officers on Smuggling of Migrants (SoM) and Human Trafficking (HT).
At least 5 training sessions are expected to be conducted in Cambodia (2), Thailand (1) and Viet Nam (2).
3) SCOPE OF WORK
Under the supervision of the UNODC project coordinator based in Bangkok and working in close consultation with relevant UNODC staff in the field, the incumbent will:
• In consultation with UNODC project coordinator, draft a work plan for carrying out the assignment in order to achieve the delivery of the final products as outlined under section 5.
• Based upon existing UNODC training material, develop the training course contents on SoM and HT for Cambodia, Thailand and Viet Nam in line with the focus and requirements as specified under point A of section 5.
• Substantively deliver at least 5 training workshops in Cambodia (2), Thailand (1) and Viet Nam (2). Each training workshop will be 5-days comprising of a 2-day classroom in-depth training course followed by a 3-day on-site training activities. The trainings will be conducted in English and the local language through simultaneous interpretation.
• Conduct an evaluation at the end of each workshop to identify and record lessons learnt and shortcomings of the training material. Continuously update the project coordinator on the progress after each training workshop.
• Produce 5 final outcome reports of the training workshop.
4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL
A maximum of fifty-eight (58) working days between September 2012 – December 2012. Home-Based Assignment with travel to Cambodia, Thailand and Viet Nam.
