HIV Treatment and Care Services - EAST AFRICA

Task Requirements:

Nutrition, Community, and OVC Technical Program Area Support (25%)
This position functions as an Advisor for nutrition and community program areas as related to clinical care and treatment services. The incumbent will provide support to the national program for development and/or improvement of policies, strategies, and implementation tools related to nutrition, community based interventions (including Community Strategy), and orphans and vulnerable children (OVC) programs, as well as linkages with Prevention Branch led Evidence Informed Behavioral Interventions. Specific duties:

• Participate in National AIDS and STI Control Program (NASCOP) technical working group (TWG) meetings and forums for nutrition, community, and OVC areas
• Participate in PEPFAR interagency technical teams : Community Care and OVC and others as assigned
• Develop systems and tools for tracking nutrition, community, and OVC activities implemented by CDC funded partners and routine monitoring during site visits and quarterly reviews.
• Ensure linkage with interagency funded mechanisms to all CDC partners as appropriate, such as the national nutrition support program.
• Participate in site visits to monitor performance, identify best practices, and provide guidance to implementing partners. Provide targeted support to clinical partners for implementation as needed.

Evidence Informed Behavioral Interventions (EBI)
• Function as Treatment and Care Branch focal person for clinical setting EBIs, including facility and community based Prevention with Positives (PWP), Sister-to-Sister (risk reduction counseling in facility setting), Eban (risk reduction for discordant couples), and others as identified/developed.
• Participate in NASCOP led EBI TWG and M&E subcommittee.
• With Prevention Branch TAs, support clinical partners to implement clinical EBIs.

Monitoring and Evaluation (25%)
SAPR/APR
• Assist the Branch with PEPFAR Annual and Semi-Annual Progress Report through routine review to identify errors, data cleaning and report finalization.
• Lead analysis of CDC partner treatment APR/SAPR data using the historical database to review achievements, identify gaps, and analysis trends over time
• Establish a reporting-system to feedback the final analysis to all treatment partners and develop graphical presentation of data.

Partner M&E
• Work with selected treatment implementing partners to review their treatment monitoring and evaluation systems, develop appropriate work plans for improvement.
• Reviews should be done in collaboration with ESI branch whenever possible.
• Selected partners: Coptic, Eastern Deanery, AMREF, Bomu, KEMRI

National M&E Tool Development & Implementation
• Work with partners and GOK to develop new or improved clinical M&E tools per national priorities, such as current Nyanza Branch led development of a HIV-exposed infant (HEI) cohort analysis tool and piloting in Nyanza.
• Incumbent would support the HEI Cohort Analysis project through completion of pilot, review, and recommendations. Pending national endorsement, the incumbent would support NASCOP and regional health management teams to revise and roll-out the tool nationally.
• Additional projects may include: ANC cohort analysis, implementation of Clinical Quality Improvement and (CQI) system

Research (25%)
Support research and evaluation activities being led by or done in collaboration with the Treatment and Care Branch. Specific roles will vary for each but may include protocol and tool development, ethics review board submission/renewal management, study coordination, data analysis, and report writing. Expected that incumbent should participate or lead a manuscript, abstract, or poster submission for a national or international forum at least once annually. Selected projects:
• DBS for Viral Load Monitoring Evaluation
• EID Laboratory Database Evaluation
• Partner Level Data Use for Evaluation – ESI/T&C Branch project to support local partners to use program level databases to develop manuscripts, abstracts, and conference presentations.
• Data Quality Assessment

Partner Monitoring and Cooperative Agreement Management (10%)
• Support Branch leads for quarterly review meetings and site visits in logistics, scheduling, and other input as needed including strategic focus for meetings.
• Participate in quarterly branch review meetings and joint site visits.
• Support updating of templates for partner monitoring such as meeting and site visit reporting, site visit technical checklists, and quarterly partner review guidelines.
• Participate in annual updating of Branch level partner monitoring strategy.
• Support TAs in technical reviews of continuation applications and development of Funding Opportunity Announcement development as needed.
• Note: This position does not include a point of contact or activity manager role for Treatment and Care Branch partners/cooperative agreements.

Branch Management (15%)
• Assist the Branch with Country Operational Plan (COP) development (annual).
• Writing/editing Branch briefing documents, strategies, success stories, and other documents.
• Support annual branch work plan development and end-year retreat/midterm review.
• Provide administrative support such as meeting minutes, logistics/planning, report writing, other related duties when needed.

Minimum Qualifications and/or Certifications:
• Masters of Public Health or masters level degree in related field.
• Masters level understanding of epidemiology and monitoring and evaluation demonstrated by 2 years of masters level coursework in a relevant discipline.
• 5-8 years total public health program experience with at least 2 of these years being spent in post graduate work in public health programs.
• At least 2 years of research and evaluation experience, including protocol and tool development, ethics review board submission/management, study coordination, data analysis, and report writing. Samples from the previous two years should be provided with application.
• Ability to use statistical software packages for basic and advanced statistical analysis. Individual should have 2 years of experience using statistical software packages in a public health setting.
• Excellent writing skills and experience in development of strategic documents, briefing documents, protocols, monitoring tools, and reports. The individual should have produced reports, articles, or presentations of significant stature during the previous two years.
• At least 2 years prior experience with PEPFAR programs and CDC specifically.
• At least 2 years prior experience working on nutrition and community-based health programs and programs supporting orphans and vulnerable children.
• At least 2 years prior experience working within or in collaboration with government at Ministry of Health level.
• At least 2 years prior experience working in Kenya and Level VI Kiswahili would be an added advantage.
