General Description of the Programme GOAL first started working in the south of Sudan in the mid-1980s, originally through short term emergency intervention.
GOAL South Sudan currently has 4 programme sites Twic County in Warrap State, Agok in Abyei Administrative Area, the Sobat Corridor in Upper Nile State and Maban also in Upper Nile State.
At these sites GOAL South Sudan operates public health programmes. Activities include curative primary health care, based on the management of 23 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, WASH, Livelihoods and clinic construction/rehabilitation.
General Description of the Role The Water Supply Manager will be responsible for the overall management of the Water Supply System for Batil camp, ensuring that the supply meets the Sphere Standards. The Water Supply Manager will be responsible for ensuring that all procedures are followed closely to ensure quality, community owned, sustainable facilities.
The Water Supply Manager will be the lead for water supply in Batil Camp and actively co-ordinate between GOAL and other water supply actors in Batil camp, which will include reporting to UNHCR on the status of coverage.
The Water Supply Manager reports to the WASH Coordinator.
In addition, the Water Supply Manager is expected to work closely with the other sectors of the overall programme to ensure efficient, integrated programme activities. In particular, with the Community Health Team and the Sanitation team to promote a more holistic approach to water, sanitation and hygiene activities and improve the sustainability of project outputs.
Key Duties
Programme Management & Strategizing • Responsibility for the management of the GOAL Water Supply programme in Batil Camp. • Responsibility for designing and constructing appropriate water supply infrastructure within the camp to ensure sufficient water coverage. This will include producing accurate Bills of Quantities and drawings for all works in collaboration with the WASH Manager and the WASH field team.
• Planning of water supply activities in collaboration with the WASH team, to include producing yearly, monthly and weekly workplans for the WASH Team. • Overall responsibility for ensuring that hardcopy & electronic information databases are being maintained and updated with all necessary reports, MOVs, etc. that relate to the water supply programme • Support the WASH Manager and WASH Coordinator in the development of programme strategies especially ones relating to community engagement, community ownership, behavioural change and all other software related aspects.
• Identification of weaknesses and gaps in the programme and recommending improvements and changes to the programme approaches and strategies to the WASH Coordinator.
• Conduct WASH assessments as necessary to establish the effectiveness and appropriateness of GOAL’s WASH activities and to identify other activities or areas that the programme should address. • Provide technical expertise to the WASH team and, where appropriate, to other GOAL programmes.
• Responsibility for ensuring that adequate monitoring and evaluation of the WASH Programme is undertaken in a timely and efficient manner and addresses all donor indicators and requirements.
• Responsibility for the preparation of Contract Documents for contracted work, analysis of tenders, and supervision of works to ensure that the quality of the works meets the required standards that relate to Water Supply.
• Regular inspection of all WASH-related works to ensure that the quality of work being carried out meets the set standards. • Manage the collection and dissemination of monitoring related to the water supply system from GOAL distribution system and partner organisations.
• Work with the WASH Coordinator to develop and update programme management, monitoring and reporting tools.
• Contribute to the development of funding proposals. • Carry out water quality analysis and monitoring as required.
• Carry out any other reasonable duties as requested by the WASH Coordinator and Area Coordinator. Coordination and Representation • Coordinate water supply activities with other NGOs and UN actors involved in the supply of water in Batil camp • Attend Cluster Meetings when required and complete any water supply associated Cluster reports and monitoring tools.
Capacity Building and Human Resource Management • Provide supervision and mentoring for the water supply team.
• Support capacity building initiatives for the local authority • Support capacity building of communities in areas of operation to manage and sustain water supply interventions. • Facilitate linkages between communities and local authorities in WASH-related issues.
Reporting • Report weekly and monthly on the progress of Water supply activities highlighting any anticipated programme delays and proposing solutions in order to meet deadlines.
• Contribute as required to donor progress reports.
• Contribute to any other reports as requested by the WASH Manager and Coordinator. Logistics and Finance • Submit monthly cash forecasts based on planned activities to WASH Manger and Co-ordinator as appropriate.
• Monitor monthly expenditure on programme activities. • Collaborate with logistics in generating and tracking orders and in approving internal requisitions of stock for WASH-related activities.
• Work closely with the Logistics Department in identifying and prioritising for delivery key WASH items.
Requirements (Person Specification) • Degree in Civil/Water/Environmental engineering • At least 4 years experience working in WASH programmes, preferably in a humanitarian setting, with at least 2 years working in senior technical role. • Strong experience in design, construction and supervision of piped distribution networks using both gravity feed and pumped systems.
• Previous experience of working in acute emergency situations and capacity to perform in a high pressure environment under challenging living and working circumstances • Previous experience of implementing and managing water projects • Previous experience of working with communities and community-based organisations • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee activities • Ability to implement effective projects with sometimes limited resources.
• Excellent computer skills including familiarity with Autocad (latest version), GIS mapping, Microsoft Word and Excel.
• Staff management experience and good inter-personnel skills • Fluent in spoken and written English • Arabic language skills a strong advantage • Report/proposal writing skills • Ability and willingness to work in a remote areas. • Outgoing personality with excellent communication skills. • Good team player, flexible and capable of working with a multinational country team
Desirable • Previous work experience with Non-Governmental Organisations particularly in a WASH programme management position in emergency environments • Ability to communicate in Arabic or other local language
