Director, Human Resources Location: Noumea, New Caledonia

SPC is the Pacific Island region’s principal technical and scientific organisation, delivering research, policy and training support to Pacific Island countries and territories in agriculture, public health, geosciences, forestry, water resources, disaster management, fisheries, education (community, TVET, quality and standards), statistics, transport, energy, ICT, media, human rights, gender, youth and culture. Human Resources Section The team of 16 staff is located in SPC’s offices in Noumea, New Caledonia, Suva, Fiji and Pohnpei, Federated States of Micronesia and provides HR services to approximately 570 SPC staff. Areas of work include: organisation development and design; strategic HR policy and planning; HR systems implementation and project management; legislative and policy advice; recruitment and retention; remuneration, benefits and payroll services; consular liaison; visa, expatriation and repatriation assistance; induction; training; and performance management and development.

The role – The Director is part of SPC’s executive team and reports to the Deputy Director-General (Noumea). Based in New Caledonia, the position is responsible for the development and implementation of strategic and operational HR management initiatives; leadership and direction of the HR Section, and HR support to SPC’s divisions, programmes and sections. The appointment is for three years, renewable subject to performance and funding availability.

The profile – SPC seeks a pragmatic, innovative and results-oriented leader with a proven track record in strategic and operational HR management, systems development and change management. The Director will have the skills required to lead and manage a geographically dispersed team; communicate effectively in a bilingual and culturally diverse environment; and work across the organisation and with stakeholders and partners. He / she will have excellent interpersonal relationship skills, be skilled in influencing others and possess business acumen and a commitment to continuous learning and development.

Key result areas The successful applicant must be able to demonstrate strong ability, and potential to progress, in the following five key result areas of the position:

1. Provide leadership, direction and management of the HR Section – Provide the section’s vision, manage its operations including budgets, staff recruitment and development, and report on section achievements.

2. Contribute to SPC’s development, management and achievement of goals – Lead analytical work that informs SPC’s organisational development and strategic HR management; develop new HR initiatives and projects; keep the executive abreast of the development and implementation of major change initiatives and key HR challenges and opportunities; monitor the implementation of HR planning and development to support SPC’s corporate plan objectives; and contribute to collective decisions at the executive level.

3. Proactively drive policy innovation and manage change – Lead analysis of the challenges and trends that affect SPC’s workforce; and assess and respond to the evolving HR needs and priorities of the organisation.

4. Be responsible for the Section’s resource mobilisation and careful management of budget expenditure and reporting –develop and pursue opportunities for increased core and project funding to support the achievement of the section’s and broader SPC goals; manage the Human Resources budget; and provide accurate reports regarding the effective allocation of resources and the impacts achieved with funding.

5. Develop and maintain strategic, collaborative professional relationships with clients and stakeholders – Maintain strong working relationships across the organisation and strong links with other regional organisations in the Pacific and other relevant stakeholders.

Key selection criteria Candidates will be assessed against eleven key selection criteria:

  1. Leadership – Demonstrate a clear vision for the human resources team; act as a role model to inspire, motivate and develop others; make staff in the section and across the organisation feel trusted and valued; develop and lead multi-sectoral initiatives contributing to SPC’s goals.
  2. Strategic thinker and planner – Think and act from a long-term perspective to develop and implement plans that deliver strategic and sustainable outcomes.
  3. Resource manager – Oversee the development and management of staff and budgets; anticipate and manage change and risks; negotiate for necessary resources from corporate and other sources; ensure that value for money is achieved.
  4. Results-oriented problem solver – Able to develop solutions to deliver tangible results for SPC management, staff and other stakeholders.
  5. Innovation and analytical skills – Able to generate new ideas/opportunities; develop policy advice, based on sound analysis; support original solutions.
  6. Influencing skills – Able to influence, motivate and guide others to achieve section and organisational goals, and demonstrate strong negotiation, communication and advocacy skills.
  7. Relationship skills – Demonstrate excellent interpersonal skills that will contribute to building productive relationships and partnerships across the organisation and with its stakeholders.
  8. Qualifications – Post-graduate qualification in a relevant area such as business or public administration, HR management, organisational development or psychology OR an undergraduate degree in one these areas with significant relevant experience.
  9. Technical expertise – Proven track record of successful strategic and operational HR management and able to demonstrate in-depth expertise in current HR management trends and practices.
  10. Language skills – Proficient in English; ability to communicate effectively in French with staff and external stakeholders will be an advantage.
  11. Cultural awareness – Cultural sensitivity and demonstrated understanding of developing countries, an advantage.

Remuneration This is a senior management position in Band 15 of SPC’s 2012 salary scale, with a salary range of 6,235–9,151 SDR (special drawing rights) per month, which currently converts to approximately XPF 843,700–1,238,400 (USD 8,500–12,500; € 7,000–10,300). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not subject to income tax in New Caledonia at the present time.

Benefits – SPC subsidises housing. An establishment and relocation grant, removal expenses, airfares, home leave, medical insurance and education allowances are available for eligible employees and their recognised dependants. Employees are entitled to 25 days annual leave and 30 days sick leave per annum; life insurance; and access to SPC’s Provident Fund (contributing 8% of salary to which SPC adds a matching contribution).

BACKGROUND – Established in 1947, SPC employs over 570 staff and is headquartered in Noumea, New Caledonia, with offices in Fiji, Federated States of Micronesia and Solomon Islands. SPC has 26 member countries and territories including 22 Pacific Island countries and territories and its founding members Australia, France, New Zealand and United States of America, which contribute a large proportion of its funding. Other major development partners include the European Union, Global Fund to fight AIDS, Tuberculosis and Malaria, United Nations agencies, Asian Development Bank, World Bank and Global Environment Facility, to name a few.

SPC’s working languages are English and French. SPC is led by the Director-General supported by two deputy directors-general, directors of technical divisions, a statistical programme, a strategic engagement, policy and planning facility and a directorate of operations and management. The technical divisions are Applied Geoscience and Technology; Economic Development; Education, Training and Human Development; Fisheries, Aquaculture and Marine Ecosystems; Land Resources; and Public Health.
