The Contracts Officer – Construction and Facilities Program position is located in the General Services Department, Corporate Procurement Unit (GSDCP). This position reports to the Team Leader, Renovation, Construction and Country Offices Procurement Support Team who in turn reports to the Chief, Corporate Procurement.
GSDCP is responsible for the acquisition of goods and services to support Bank’s offices worldwide.
The responsibility of this position, Contracts Officer –is to conduct procurement for renovation and construction services, security guard services, building facilities management services and related procurement such as building materials, equipment, architectural and engineering services, construction management services, guiding in the development and implementation of annual procurement plans. The position requires high level skills, or comparable work experience, in the field of procurement and contracting for construction services, sourcing, import/export and custom clearance, contract management, dispute resolution, advising Bank’s Project Managers, interpersonal and communication skills. Due to the requirements of the job, this position may involve travel and frequent adjustments to the work schedule created by the time zone difference with many of the clients it supports.
Key accountabilities for this position include:
• Conducting procurement relevant to renovation and construction projects, such as works, architectural and engineering services, building materials, equipment in the US as well as in the country offices and security guard services in the country offices.
• Understands client’s needs, generates solicitations and manages bidding process for assigned areas; carries out research to identify product sources; reviews technical specifications for completeness, errors, omissions and competitive qualities; develops vendor pre-qualifying criteria; and prepares contracts and conducts pre-bid or proposal conferences.
• Analyzes financial reports (cash flow statements, income statements, balance sheets) of major corporations considered for contract awards.
• Plans and manages negotiation process, resolves purchase and contract issues.
• Analyses bids, prepares support documentation and procurement award recommendations.
• Conducts dispute and protest debriefings/meetings.
• Monitors vendor performance and ensures timely delivery and quality of services, expedites delivery as appropriate.
• Conduct research and benchmarking in international markets
• Lead/guide remotely located teams performing complex procurements
• Liaise with and make presentations to procurement review boards
• Undertakes contract administration to ensure compliance with Bank policy and contract terms. May provide guidance and direction to Project Managers on contract management issues.
• Has signature authority up to $250,000.
• Designs innovative solutions for complex solicitations for large dollar and/or high visibility contracts.
• May provide guidance to more junior staff
Work implies frequent interaction with the following:
• Bank staff at all levels, typically Country Directors, Country Managers, Chief Administrative Officers, General Services Department, Resource Management, Administrative Procurement Review Committees
• Officers, Project Task Managers, Business Unit Managers, etc.
• Consultants and vendor personnel, typically sales representatives, account managers and commodity specialists
