REQUEST FOR PROPOSAL –International firm/ Consultancy Services. 1. Topic: To Conduct Assessment Of Existing Social Welfare Workforce in Ethiopia with focus in specific areas. For 6 months. Background: The Government of Ethiopia developed a Developmental Social Welfare Policy (DSWP) in 1996 that showed the Government’s commitment to address and respond to social problems with special focus on vulnerable groups. The Policy adopts the African Union Social Policy Framework definition which states that social protection is a set of ‘interventions that aim to reduce social and economic risks, vulnerabilities and deprivations for all people’. It is composed of four broad but interrelated interventions. The Social Policy Framework emphasizes the need for development, building human capital, breaking of the intergenerational poverty cycle and reduction of inequalities. Social services include, in the main, child welfare services, psychosocial support, alternative care, elderly grant, disability and other social issue (Draft Social Protection Policy of Ethiopia, 2012). 3. Objectives: Under the technical guidance of the Social Welfare Specialist, UNICEF Ethiopia Protection Section, the consultant shall work with the Ministry of Labour and Social Affairs (MOLSA) and Ministry of Education (MOE) and the SWW Technical Working Group to: -Develop appropriate data collection tools for use with key stakeholders at all levels of government from Kebele (community) up to the federal ministries. Incorporate experiences, materials, and lessons learned from similar activities undertaken in Tanzania, Namibia, and Malawi.-Assess and analyse the existing social welfare workforce including their number, roles and responsibilities and what kind of services are being provided and by whom;-Ascertain the current workload and focus of work of the social welfare workforce at federal, regional, zonal, woreda and kebele levels; -Assess whether the identified posts within each government structure are filled or vacant and if they are filled with trained social workers or persons with another area of expertise;-Assess the current salaries, supervisory practices and support provided to the existing SWW, identifying gaps and areas that require strengthening;-Identify staffing, skills and facility resource gaps at various constituency levels, including documentation, case management, reporting, data collection, data entry and supervisor. 4. Qualification and Experience Required:TEAM COMPOSITION The assessment team will comprise of members with relevant national and International and/or regional experience with demonstrated multi-disciplinary but complementary skills that meet the following requirements: -Team members should have advanced University Degree in Social Work with 10 + years of consulting experience in developing social work tools, and understanding of and rich experience in social work/social welfare services/systems development; -Experience in conducting an assessment of the social welfare systems for protection of children at country level, specifically relating to development of appropriate data collection tools, data analysis to assess skills set, need, workload assessments, associated costs related to addressing human resource gaps; -Knowledge of the Government of Ethiopia’s Social Welfare and Social Protection Services as it relates to children and the sector;-Understanding of operational environment of the social welfare workforce at all levels; -Experience conducting workforce analysis on a national scale;-Demonstrated experience with job evaluations, skills audits and strong on the ground understanding in developing HR strategies for government;-Knowledge and experience with institutions of learning where the social workforce is trained including how the Universities, and other Tertiary Education Institutions, Training Institutions (e.g. TVETs) operate. -Strong understanding of Children’s services sector and familiarity with related policies and legislation;-Strong writing, analytical and presentation skills Interested and eligible bidders are invited to collect the complete tender documentby sending email to theaddress below STARTING on Tuesday 17-July-2012.
