Objectives
The African Water Facility (AWF) is an initiative of the African Ministers Council on Water (AMCOW) which supports a wide range of African institutions in order to meet growing investment needs for the development and management of water resources in Africa and attain the African Water Vision for 2025 and the Millennium Development Goals. The African Development Bank is hosting the Facility at AMCOW‘s request. The Facility has realigned its strategic priorities for the 2012-2016 periods so as to better support its clients and create a greater impact. The overall strategic objective for the period is to maximize investments through three strategic priorities, namely: the preparation of effective and sustainable bankable investment projects and programmes, as well as small scale strategic investment projects (innovative and catalyzing), the strengthening of water governance in order to create a more favorable environment for sustainable and effective investments at the national and regional levels, and the promotion of water knowledge for enhanced water management at the national, regional and international levels, as well as better project design and development. The three strategic priorities are interdependent, mutually reinforcing, and aim at attracting investments to the sector. The AWF plans, organizes and carries out activities in the areas mentioned above, within the framework of the project and programme cycle (identification, preparation, implementation and supervision) in all African countries. The Facility undertakes studies on issues relating to water sector development and related domains. It provides advice and technical assistance to African countries and ensures coordination and synergy with other partners and donors in the water and sanitation sector in Africa. To successfully carry out these activities, the Bank recruits multidisciplinary staff whose skills correspond to its area of intervention. The AWF is currently managing a project portfolio of € 80,000,000 across Africa.
The AWF wishes to recruit a water and sanitation engineer who will support the development of the Facility’s water and sanitation projects.
Duties and responsibilities
Under the overall guidance and supervision of the Coordinator of the African Water Facility, the duties and responsibilities will include:
Project cycle activities
- Identifying and preparing water and sanitation projects, including project presentation note appraisals, preparing and providing advice during calls for projects and preparation of proposals for project partners;
- Recruiting consultants and/or organizing and undertaking project preparation missions according to needs in order to finalize the preparation of project appraisal reports and monitoring the review process for approval by the competent authority;
- Ensuring that grant agreements are signed immediately after approval and duly become effective;
- Providing continuous assistance to beneficiaries regarding the understanding and application of AWF operational procedures on grant administration as well as the rules and procedures for the procurement of goods, works and services;
- Working with the Bank’s finance department on the processing of disbursement requests by providing up-to-date information on expenditure categories; the established list of goods, works and services; contracts; entry into force of the grant; the authorized signatories; extension of the closing date, management of grant savings, and all revisions and modifications thereto;
- Conducting office and field supervision to ensure that projects are appropriately implemented and meet the set objectives, and recommending corrective measures, if necessary;
- Organizing regular meetings with team members to evaluate project status and make modifications and improvements, if necessary, for the project to attain the desired objectives;
- Ensuring the efficient conduct of all projects phases (identification, preparation, appraisal, supervision and completion), including regular audits, regular monitoring and, through project progress review, identification of problems and proposal of solutions to all the actors, project completion and knowledge building with a view to consolidation and sharing.
Knowledge management
- Identifying and inviting key water and sanitation experts (individuals and institutions) in Africa at strategic moments to provide support to beneficiaries during project design and implementation;
- Helping in fostering the creation of a conducive environment for knowledge management, in particular, by: (i) providing practical project implementation assistance to beneficiary countries in order to attain overall objectives, (ii) contributing to the management of an e-network for knowledge sharing and remote assistance, (iii) involving water and sanitation experts in Africa in projects and providing effective support, (iv) identifying innovative approaches, results and lessons learned from success stories and ensuring fast information sharing with sector actors, (v) encouraging and supporting the dissemination of results at the national level for replication, where necessary, (vi) preparing summary project reports and sharing them with a large audience, (vii) ensuring the effective recruitment of consultants to undertake various knowledge management activities, and (viii) managing annual peer reviews, etc.
Partnerships and dialogue
- Contributing to coordination with partners in the water and sanitation sector in Africa and other continents, and representing the AWF in donor meetings, regional and international forums, conferences, seminars and workshops on development issues relating to the water and sanitation sector;
- Establishing good communication channels between various stakeholders and working with them to ensure they are duly informed about project progress.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master’s degree or equivalent degree in engineering (civil engineering, rural engineering, water/sanitation), or related discipline;
- A minimum of six (6) years relevant experience in water and sanitation project planning, design, construction, supervision, and maintenance;
- A good knowledge of the various types of water structures and facilities, their operation, current standards, design methodologies and appropriate technologies;
- Ability to build and lead a team of professionals, ability to use the talents and skills of its members, and the ability to build partnerships with key actors of the sector;
- Solid experience in knowledge management;
- Good skills in the use of standard software;
- Ability to effectively communicate in English or French (written and oral), with a practical working knowledge of the other.
