Project Coordinator - Equitable access to health care services and system strengthening in Ethiopia

I. CONTEXT

At the End of July 2011, the United Nations declared a deep deterioration in the food security situation of Somali population, mainly in two regions of the Southern Somalia owing to the worst drought in decades, and appealed for urgent resources to assist millions of people in desperate need of help. By early August 2011 six regions were declared under famine by the UN Humanitarian Coordinator for Somalia. Decades of conflict and drought in Somalia have driven more than 980,000 Somali refugees into the region, most of them hosted in Kenya, Yemen and Ethiopia. Another 1.36 million Somalis are internally displaced within the country.

Even if compared with the last year nutritional status is improving among refugees population, malnutrition still is an concern mainly in the new arrivals refugee population.

Although the food security situation is gradually improving in most parts of Ethiopia and recent rains have been generally favourable for planting and crop development and improved availability of pasture and water, Dolo Ado refugee households have a high dependence on the food aid, which indicates high levels of vulnerability. The rainy season may also bring an increased risk of mosquito-borne illnesses, such as malaria and dengue, waterborne illnesses such as cholera, and other severe diarrhea diseases in the region. In addition, heavy rains are washing out roads, making it more difficult for health workers to reach their posts, and for medical supplies to be delivered.

Dollo Ado is situated in the Liben region, which is part of the Ethiopian Somali Region, on the Ethiopian side of the Ethiopia and Somali border. In Somali region the refugees are hosted in 5 camps in Dollo Ado. According to UNHCR (on April 2011) there were 149.380 refugees distributed in the five camps: Boqolomanyo, Melkadida, Kobe, Hilaweyn and the newly opened Buramino

According to the last available data of the Health & Nutrition cluster, weekly, few hundreds of refugees are still arriving in Ethiopia.

Filtu, where is placed one of the referral hospitals for the refugee population of the camps, is quite far; nevertheless it is the main public health facility in the way to the camps.

The Ethiopian Somali is one of the least developed regions: ethnically Somalis (almost entirely Somali and Muslim) in a fragile environment at high dry risk, shortage of skill manpower and acute shortage of communication, with a mobile nomadic population. Numerous clans inhabit the region identify themselves with different tribes, highly structured, anchored in the system of clans and sub-clans. Violent conflict between sub-clans of early months this year seems to be stopped without major security consequences for the operations in the field. However the security situation has to be monitored carefully as Filtu is in a sensitive area, where perennial conflict and ethnic disputes seems to be of natural order.

II. OBJECTIVE OF THE MISSION

MdM’s objective is to support health services by strengthening the Filtu Hospital as the referral health facility for the Bokolmanyo and Malkidida Refugee Camps and Filtu host population, which is increasing around the town of Filtu.

MdM Spain will implement a Maternal and Child Health care project in two woredas (administrative division of Ethiopia):

  • Dollo Addo woreda, near the Somalia border where five Somali refugee camps are functioning,
  • Filtu Woreda were Filtu´s hospital facilities and Primary Health Community care will be strengthened.

At the moment, the Italian NGO Comitato Collaborazione Medica (CCM) is supporting health care activities at the Filtu hospital, especially in surgery, antenatal, newborn and obstetric care. However due to the massive influx of refugees, needs have increased and the Somali Region Health Bureau (SRHB) is facing constrains to support the affected populations.

The specific objectives are as follows:

OS1: To strengthen the referral system (from refugee camps to Filtu Hospital) of patients through capacity building of Health Workers.

OS2: To strengthen health care services at hospital level trough maternal, newborn and child health care programs and infrastructure.

OS3: To support the implementation of Maternal, Neonatal and Child Survival Health Care programs at Community level.

OS4: To monitor and evaluate the project results based on the established performance indicators in the log-frame.

III. OBJECTIVE OF THE POSITION

The project coordinator will be in charge of organizing, coordinating and supervising the overall mission’s human, technical and financial resources, linked to the project and according to the policies and procedures of the organization.

  1. Organize and implement all institutional relations among public and private entities, national and international organisations, to promote coordination and avoid duplication among the actors working in the same field of intervention. With regard to this point it will be important to do the follow up of the operational issues defined in the different Agreements with local and international organizations.

  2. Coordinate the different areas and staff of the project in order to achieve a good management of the different components of the project.

  3. Programme with the rest of the team the activities for the short, medium and long term.

  4. Support the management of the human, technical and financial resources in order to achieve the objectives proposed.

  5. Report progress activities indicators according to the project planning: objectives, results, activities. The project coordinator shall produce reports to be sent to the HQ according to the established scheduling (internal SITREP - Situation Report on monthly basis + donor reporting: intermediate/final by the agreed deadlines).

  6. Analyze the evolution of the context taking into account follow up of the indicators proposed in the LF (log-frame). Collect and systematize the sources of verification and all the demanded information in order to fulfil a good accountability in the framework of the project.

  7. Supervise the monthly accounting and the follow up of the project budget according to the approved budget lines of donors. He/she will take the responsibility of transmitting and justifying any proposed modifications.

  8. Look after the fulfilment of internal procurement procedures in the spirit of transparency and open competition.

  9. To manage security issues in the country trying to mitigate their effects on the implementation of the action and consider all the existing options for the achievement of the envisaged results.

    • Participate in security network meetings with stakeholders
    • Share security information with the project team.
    • Participate in the updating suggestions of security guidelines
    • Check that the practical security rules are known (briefings) and applied by team members
  10. Consolidate and coordinate with partners (local and international) - stakeholders promoting a good understanding among implementing partners.

  11. To guarantee the observance of the legal framework of the country in force for the operational implementation of INGOs' action.

  12. Act as spoke – person representative for any institutional external communication.

  13. Support the monitoring and evaluation activities, defining the scheduling of the activities forecasted, the Terms of Reference of the external evaluation and supporting the development of final evaluation

  14. Others activities related to the previous tasks, when requested by the Desk or Head Quarters.

IV. EDUCATIONAL BACKGROUND

College education desirable: Bachelor’s degree or degree in health/social sciences.

In addition (desirabe): Master’s degree in international cooperation or International Relations.

V. PROFESSIONAL EXPERIENCE

Hands-on experience essential in international cooperation as an emergency project manager in developing countries, particularly in health, and projects funded by the European Union. Experience in project cycle management, in planning, follow-up, evaluation and systemization.

VI. PROFILE OF THE CANDIDATE

  • Communication, negotiation, diplomatic skills. Can demonstrate empathy and a knowledge of protocol.
  • Ability in human ressource management.
  • Familiar with security protocol on the ground, and able to assess the political situation. Proven experience in emergency situations.
  • Organisational skills and ability to work in a team.
  • Accurate and autonomous in his/her work.
  • Dynamic and flexible.
  • Flexibility and adaptability to changing requirements of the situation.
  • English, spoken and written
