The Danish Refugee Council (DRC) is looking for a new Country Director to head its programme in DR Congo. The new Country Director should tentatively be able to start by 1. August 2012, but the starting date is negotiable.
PROFILE
The new Country Director is first and foremost a dynamic person with highly developed analytical and programming qualities as well as strong representational skills. As the Country Director you have an eye for quality and timing in the approach towards our beneficiaries as well as present and potential donors. You will naturally take the lead in obtaining strategic partnerships with a variety of donors.
Experience with protection and multi-sectored community driven recovery and emergency approaches will be considered as an advantage.
You have the skills to position and establish the Danish Refugee Council in DR Congo as an organisation with a strong capacity to respond effectively to the three strategic priorities of the programme:
• Early recovery and the safeguarding, restoration and development of livelihoods;
• Institutional and organisational change that ensures the promotion of values, policies, and capacities, which contribute to the protection of people’s rights and the peaceful handling of conflicts, and
• Saving of lives in sudden emergencies and population displacements.
It is important to the operation that the new Country Director is a person who is open and communicative to colleagues and partners and who sees the value of reaching goals in the spirit of team work and rendering support and leadership to the country team.
Expanding and establishing a liaison/coordinating position at Kinshasa and/or Goma level is one of the key aims of the programme. This goes in hand with the possibility and wish to expand activities to other provinces in DR Congo. It is expected that you will take the lead in implementing and defining the strategic priorities in terms of setting up a new coordinating/liaison position. Accordingly you may be asked to move to Kinshasa or Goma.
As a new Country Director, you possess the skill to delegate and manage by supervision/coaching in order to free up time for the various important tasks at hand.
FLUENCY IN FRENCH IS A MANDATORY REQUIREMENT (BOTH WRITTEN AND SPOKEN), AND YOU ALSO HAVE A PROFESSIONAL WORKING CAPACITY IN ENGLISH. The Danish Refugee Council is an English based organisation, but with operations in West Africa, the Central African Republic and DR Congo more resources in French have been developed over the years. Programme and operations handbooks are in place in French and English.

THE PROGRAMME
The Danish Refugee Council has been present in DR Congo since 2009.
Current interventions are taking place in the Oriental Province (North-eastern part of DR Congo), with DRC’s main base located in Bunia, Ituri, and with sub-offices in Dungu and Faradje, Haut Uélé. Current donors include the Pooled Fund, WFP, SIDA and own funding, while other initiatives are taking place in the aim to diversify donors and the variety of interventions.
The present programme aims at 1) supporting community driven recovery and development in the Ituri District, and 2) supporting IDPs and host communities in Bas-and Haut-Uélé, affected by the general living conditions and the impact of LRA and other armed actors.
Presently the programme is employing 8 expatriates and 70 local staff.
CONDITIONS
Availability: 1. August 2012. Starting date is negotiable.
Duty station: Bunia, DR Congo. Non-family duty station.
Contract: 1 year renewable contract.

CHEF DE MISSION - RD Congo
Le Conseil Danois pour les Réfugiés (DRC) cherche un nouveau chef de mission pour son programme dans la République Démocratique du Congo. Le nouveau chef de mission doit commencer le 1er août 2012 au plus tard, mais la date de début est négociable.
LE PROFIL
Le chef de mission est une personne dynamique avec des fortes compétences d’analyse et programmation, ainsi que des bonnes capacités au niveau de la répresentation. En tant que chef de mission vous gardez un œil sur la qualité et le timing vis à vis nos bénéficiaires et bailleurs de fonds. Vous prenez naturellement l’initiative en vue d’obtenir des partenariats strategiques avec une variété de bailleurs.
De l’expérience dans les domaines de la protection et d’approches multi-sectorielle de relèvement précoce sera considérée comme un avantage. Vous avez la capacité d’établir et posittioner le Conseil Danois pour les Réfugiés en RD Congo comme une organistion ayant une grande capacité de repondre efficacement aux trois priorités stratégiques du programme:
• Relèvement précoce et le sauvegarde, réstoration et developpement des moyens de subsistance ;
• Des changements Institutionelles et organisatoires qui assurent la promotion de valeurs, politiques et capacités, contribuant à la protection des droits de l’homme et la gestion de conflits pacifique, et
• Sauvetage de vies dans des situations d’urgence soudaines et des déplacements de populations.
Il est important pour l’opération que le chef de mission est à la fois ouvert et communicatif envers des collegues et partenaires, et une personne qui donne la priorité à réaliser les objectifs dans un ésprit d’équipe et soutien.
L’expansion et l’établissement d’une répresentation/liaison au niveau de Kinshasa ou/et Goma sont des objectifs clés du programme. Cela va de pair avec la possibilité et un désir de faire croître le programme dans d’autres provinces de la RDC. Il est prévu que vous prendrez l’initiative au niveau de l’implémentation et la définition des priorités stratégiques en ce qui concerne cette mise en place d’une répresentation/liaison. Par conséquent le nouveau chef de mission sera éventuellement demandé d’être basé à Kinshasa ou à Goma.
En tant que le nouveau chef de mission il faut ainsi que vous possedez les compétences nécessaires pour déléguer et superviser afin de libérer du temps pour vous concentrer sur les tâches immédiates.
LA MAITRISE DU FRANCAIS EST MANDATOIRE (ECRITE ET ORAL), MAIS VOUS AVEZ EGALEMENT LA CAPACITE DE TRAVAILLER EN ANGLAIS. Le Conseil Danois pour les Réfugiés est une organisation basée sur l’anglais, mais à travers des opérations en Afrique de l’Ouest, la RCA et la RDC des ressources en francais ont été développés au fil des années. LE PROGRAMME

Les bailleurs de fonds actuels sont le Pooled Fund, le PAM, le SIDA ainsi que des fonds propres. D’autres initiatives sont également en cours dans le but de diversifiér les bailleurs de fonds ainsi que les interventions.
Le programme actuel vise à 1) Supporter le dévelopment et le relèvement précoce communautaire dans le district de l’Ituri, et 2) d’assister et soutenir des PDIs et communautés d’accueil touchés par les conditions de vie générales ainsi que les activités de la LRA et d’autres groupes armés.
Au present il y a 8 expatriés et 70 staff national au sein du programme.
CONDITIONS
Date de début de la mission: 1er Août 2012. Date de début est négociable.
Lieu d'affectation: Bunia, DR Congo, lieu d’affectation déconseillé aux familles.
Contrat: 12 mois avec la possibilité de prolongation.
