Organizational Setting

Under the overall guidance and direct supervision of the UNFPA Representative, the Technical Specialist (HIV Prevention and Sexual and Reproductive Health) contributes to the development and management of quality programmes and technical assistance in support of national priorities.

The Technical Specialist (HIV Prevention and SRH) will be expected to deliver the following results:

• Effective coordination and management of large-scale programmes in support of the national response in the areas of HIV prevention, sexual and reproductive health (with particular focus on family planning) as well as related priorities;
• Technical support to development and implementation of national HIV prevention and sexual and reproductive health related strategies;
• Strengthened capacity of government institutions and decentralized systems involved in SRH/HIV programmes;
• Resource mobilization in support of SRH/HIV prevention priorities based on evidence-informed interventions maximising value for money;
• Strengthened partnerships including within UN in order to mainstream ICPD and revised SP priorities in the country and among donors interventions

Main Tasks & Responsibilties

A. Effective coordination and management of large-scale programmes in support of the national response in the areas of HIV prevention, sexual and reproductive health (with particular focus on family planning) as well as related priorities;
• Collaborate with government institutions and funding partners in the establishment and management of a coordination mechanism to streamline investments into HIV prevention, family planning and related priorities;
• Facilitate coordinated and effective programme delivery by different stakeholders contributing to national programmes in the area of HIV prevention, family planning and related priorities;
• Provide leadership within the UNFPA team in effective planning of UNFPA supported programmes using results-based management approaches;
• Manage effective implementation of UNFPA supported HIV prevention/SRH programmes through direct and national implementation modalities;
• Provide oversight on linkages between programmatic and financial dimensions of these programmes;
• Contribute to the development of monitoring, evaluation and operational research approaches;

B. Technical support to development and implementation of national HIV prevention and sexual and reproductive health related strategies;
• Continuously review research findings on family planning and HIV prevention including the underlying epidemiology to improve programme delivery;
• Support development and review of national strategies for HIV prevention and SRH related strategies including RH commodity security;
• Provide technical advice to partners on HIV prevention and other issues in relation to sexual and reproductive health and rights (SRHR);
• Ensure linkages of SRHR/HIV prevention programmes with other support to health systems, gender-based violence response and other social development programmes;
• Support effective implementation of integrated SRH/HIV service delivery by national health institutions and coordination mechanisms.

C. Strengthened capacity of national institutions including decentralised systems involved in SRH/HIV programmes;
• Support identification of national and sub-national capacity gaps in the areas of HIV prevention and family planning at individual, institutional and system level;
• Facilitate the strengthening of capacity of the public health system in nationwide SRH/HIV service delivery including aspects of reproductive health commodity security;
• Promote innovative and cost-effective methods in public sector capacity development;
• Facilitate dialogue on the streamlining of community systems with a view to reduce duplication and increase efficiencies;
• Ensure that sustainable models of capacity and systems development are mainstreamed into programme delivery strategies;

D. Resource mobilization in support of SRH/HIV prevention priorities based on evidence-informed interventions maximising value for money;
• Analyse relevance, cost-effectiveness and implementability of different intervention strategies in support of UNFPA CP resource mobilization efforts
• Advise government institutions, funding partners and UNFPA management on priority investments into SRH/HIV prevention;
• Coordinate the development of quality proposals in the areas of HIV prevention, family planning and related priorities;
• Develop and utilize approaches to document and demonstrate value for money in relation to programmatic investments, for example through measuring cost per HIV infection averted or per couple years’ protection;
• Develop and maintain strong relationships with key stakeholders active in HIV prevention, family planning and related priorities (including government institutions, civil society organizations and funding partners);
• Coordinate timely reporting on specific grants in support of large-scale SRH/ HIV prevention programmes in compliance with UNFPA procedures and funding partner requirements;


E. Strengthened partnerships including within UN in order to mainstream ICPD and revised SP priorities in the country and among donors interventions

• Participate in the One UN Team on AIDS, key national HIV related technical fora;
• Convene the UN working group on HIV prevention and support national partners in convening HIV prevention related meetings and working groups;
• Serve as a primary entry point for technical advice in HIV prevention within the One UN Team on AIDS;
• Liaise with other UN agencies in the provision of coordinated technical support in the areas of HIV prevention/SRH;


F. Carry out any other duties as may be requested by the Representative.

Qualifications and Experience

• Advanced University Degree or equivalent in public health, medicine, sociology, demography, population studies, gender, health education, behavioural sciences, international relations, international development, or other related field.
• 7 years of increasingly responsible professional experience in the technical area, of which at least two years are at the international level;
• Substantive knowledge and practical experience in public health, HIV prevention and/or sexual and reproductive health including family planning;
• Experience in programme management within international NGOs, the UN or the private sector;
• Strong communications and writing skills in English;
• Field experience is required

Compensation and Benefits

This position offers an attractive remuneration package commensurate with the level of the post. The package includes a competitive net salary plus cost of living adjustment, housing allowance, home leave, health insurance and other benefits.
