Recruitment of Technical Support Staff for KRDP/ASAL DM

(A joint Government of Kenya and European Union project)

KRDP / ASAL DM is a 4-year project funded by the European Union (EU) under the 10th European Development Fund (EDF10) and implemented through direct decentralised operation under the Ministry of State for the Development of Northern Kenya and other Arid Lands with the purpose of strengthening institutional capacity to manage droughts and improve food security and livelihoods in arid and semi-arid areas (ASALs).

Applications are invited from qualified and experienced Kenya citizens for the following positions:

Database Administrator

1 Position

Duties and Responsibilities

Reporting to the Technical Advisor, the Database Administrator will be responsible for:

* Develop and maintain appropriate databases, database applications, database interface functions (data entry forms and reports) and products.
* Day-to-day running of the project’s databases, including drought Early Warning System Database, Contingency Planning Database and any other database developed by the project.
* Ensure applications are developed using both national and international software development standards and best practices.
* Support integration of GIS and Remote Sensing /Earth observation products into the database development process.
* Carry out other tasks as directed by the Technical Advisor.

Qualifications and Experience

* Bachelors Degree in computer science or any other relevant degree.
* Experience in managing development and maintenance of databases for large organisations.
* Excellent theoretical and practical knowledge of database development, particularly in MS Access and SQL Server, and FOSS database management system such as MySQL and PostgreSQL.
* Excellent theoretical and practical knowledge in use of GIS and Remote Sensing applications, particularly ArcGIS.
* Practical knowledge of a FOSS GIS and Remote Sensing application will be an added advantage.
* Practical knowledge in analysis of quantitative and qualitative data using a statistical package such as SPSS, STATA.
* Advanced knowledge of MS Office products, notably MS Access and MS Excel.
* Ability to programme in PHP and HTML will be an added advantage.
* Extensive formal or non-formal IT skills training will be an added advantage.
* Five years minimum working experience.
* Excellent communications skills (both written and verbal) in English.
* Ready to travel to all parts of Kenya and spend substantial part of his/her time in the field.

Administrative and Procurement Assistant

1 Position

Duties and Responsibilities

Reporting to Finance and Administration Officer (FAO), the Administrative and Procurement Assistant will undertake the following duties:

* Assist FAO in the preparation of quotation requests and tender documents for procurement of goods and services.
* Assist FAO in evaluation of quotations and tenders.
* Preparation of service and purchase orders/contracts.
* Preparation of VAT exemption forms for procured goods and services.
* Preparation of payment vouchers and writing and issuing out cheques.
* Recording financial transactions in the project’s computerised accounting system.
* Filling and storage of the project’s accounting documents, procurement documents and office correspondence.
* Monitoring and/ or checking the financial reports for funds disbursed /advanced to district /county offices.
* Processing travel advances for staff.
* Handling the project’s daily cash transactions and maintaining petty cash imprest.
* Maintenance and control of bank account balances on a daily basis.
* Preparation of monthly bank reconciliation statements.
* Maintenance of fixed assets register.
* Handling insurance matters, renewals and updates.
* Handling any other duties or responsibilities as may be assigned from time to time.

Qualifications and Experience

* A Bachelors Degree in a business related field and/or diploma in supplies & purchasing management or procurement.
* CPA Part II
* Practical experience in procurement and finance duties.
* At least 3 years relevant experience.
* Experience in QuickBooks accounting software. Knowledge of EDF financial and procurement procedures will be an added advantage.

Driver / Office Messenger

1 Position

Duties and Responsibilities

Reporting to the Finance and Administration Officer (FAO), the successful candidate will be responsible for:

* Driving and undertaking preventative maintenance of programme vehicles.
* Collection and delivery of programme documents.
* Data entry and general office duties.
* Handling any other duties or responsibilities as may be assigned from time to time.

Qualifications and Experience

* Minimum secondary school education.
* Must be in possession of a valid accident-free driving license for at least 10 years.
* Must have experience with 4-wheel drive vehicles or equivalent in all areas of Kenya.
* Possession of a certificate of good conduct.
* Be computer literate.
* Excellent proven oral and written communication skills.
* Team player with excellent interpersonal skills.
* Ready to travel to all parts of Kenya and spend substantial part of his/her time in the field.
