The Social and Behavior Change Communication (SBCC) Specialist, Grantee TA Provider will manage the prevention TA component for a grantees for the prevention component of the CAP Mozambique program to ensure the project achieves concrete results in the area of prevention and to support local organizations in increasing their understanding of SBCC, to design effective SBCC projects and their ability to apply the principles to their work in very practical manners. This includes providing technical assistance in project design, formative research, process evaluation, workplan development, as well as project cycle management. The BCC Specialist, Grantee TA Provider collaborates closely with local staff to develop and implements the workplan for this component and maintains the vision for the component.
The post is also responsible for ensuring an appropriate balance of grantees to achieve project objectives and recommending strategic actions in this area. Finally the post is responsible for managing subcontracts linked to the development of films and provision of technical assistance. Responsibilities include:
• Collaborate closely with team of prevention staff to provide effective training, technical assistance, support, and information to local organizations working in HIV prevention using BCC. Support staff to provide most of the technical assistance directly including training for staff.
• Improve and implement capacity building program to train strengthen partners’ abilities to design and implement effective Behavior Change communication programs. This includes formative research, selection of target audiences message design, monitoring, strengthening interpersonal communication community mobilization and advocacy skills to design and implement effective BCC interventions This includes training, coaching and providing information on most recent innovations and tools for behavior change communication.
• Oversee the application of an assessment tool to identify the strengths and weaknesses of partner organizations. Develop individualized capacity building plans for each partner.
• Systematize existing trainings and tools for coaching and develop new trainings and tools as necessary and appropriate – develop curriculum, conduct TOT, identify minimum standards, determine process for certifying trainers, and monitor to ensure quality. Training areas include: BEHAVE, Social and Behavior change communication, formative research, process monitoring, use of data for decision making, proposal development, interpersonal communication and HIV prevention basics.
• Collaborate effectively with the OD team, finance and administrative team, and grants and M & E teams.
• Provide training and coaching for higher level partners or partners facing challenges beyond the capacity of other staff to support.
• Maintain effective relationships with partner organizations, colleagues, collaborators and USAID (as requested). Represent the project at key meetings.
• Support partner organizations to advocate effectively for prevention.
• Prepare regular reports on project towards workplan, grantee progress on objectives, capacity building plans. Prepare other ad hoc reports as requested.
• Manage the proposal development/ Partner selection process from RFA development through selection and technical assistance.
Minimum Requirements:
Bachelor’s degree plus a minimum of 7 years of relevant work experience, master’s degree preferred; 5 years of experience managing projects in prevention of HIV/AIDS, knowledge of behavioral change approach and ability to communicate this to others. This should include minimum two years experience in a leadership position linked to prevention and implementation of effective behavior change communication programs; At least 7 years of experience working in or with the NGO sector and solid perception of potential roles of civil society in the prevention of transmission of HIV/AIDS; experience with local NGO’s an advantage; Experience with USAID and/ or PEFPAR an advantage; Experience in grants management and/or institutional strengthening an advantage; At least 5 years experienced as a trainer and facilitator using participatory methodologies; Experience in working in international assistance programs; Proficient in Microsoft Word, Excel, and able to learn other applications quickly; Fluency in Portuguese. [Fluency in a related language and commitment to learn may be considered]; Proficiency in English; Able to work effectively in a highly collaborative team approach; Excellent communication and organizational skills.
