Group Summary
The mission of the Gates Foundation's Global Health Program (GHP) is to help ensure that lifesaving advances in health are created and shared with those who need them most. To date, we have committed nearly $10 billion in global health grants to organizations worldwide. The focus of our grants is to:
- Discover new insights to fight serious diseases and other health problems affecting developing countries.

- Develop effective and affordable vaccines, medicines, and other health tools.

- Deliver proven health solutions in developing countries.

- Advocate for more and better resources and policies to support the introduction and uptake of new and existing health technologies.

HIV and Tuberculosis are among the Gates Foundation's top global health priorities. To date, the foundation has committed more than US$2.2 billion in HIV grants and $1.1 billion in TB grants to organizations around the world, as well as $650 million to support the Global Fund to Fight AIDS, Tuberculosis, and Malaria.
The foundation's TB strategy seeks to accelerate the reduction in global TB incidence by:
- Discovering and developing new tools: We support efforts to discover and develop TB vaccines, as well as drugs and diagnostics that can interrupt opportunities for transmission and reduce the reservoir of latent TB.
- Developing innovations in TB control: We invest in the generation of evidence and country-based approaches to facilitate access and adoption of new tools, as well as reduction in the cost of effective TB control.
- Delivery/Global Access and Market Dynamics: We take the lessons from innovation in TB control, primarily from our focus countries of China, India, South Africa and Brazil, to drive adoption and scale-up of new tools more globally, working closely with normative and funding institutions.

Responsibilities

The TB Strategic Program Team (SPT) is seeking a Program Officer - TB to support the lead for the Global Access / Market Dynamics initiative, which focuses on three areas: (1) Market analysis (forecasting, demand analysis), (2) cost reduction strategies (pricing, negotiating strategies), and (3) donor and industry coordination through a program that requires skills in strategy, analytics, grant-making and management, and technical advice.
Key Responsibilities
Strategy:
a. Support ongoing strategy development of the Global Access/Market Dynamics initiative and contribute to the TB and HIV overarching effectiveness and efficiency program
b. Lead development and implementation of the market access analytics and cost reduction strategies
c. Lead cost reduction strategies and business case planning for TB diagnostics and drugs, with initial focus on Second Line TB Drugs (SLDs) and GeneXpert, working across the foundation and externally with partners
Analysis
a. Monitor market trends and deliver market forecasts (market sizing) for new and existing TB products
b. Conduct market and costing analyses to support and inform critical decisions about potential products
c. Develop market assessments for TB drugs and diagnostics in global markets
Grant-making and management
a. Identify and cultivate potential investments that will help the TB program achieve its objectives to deliver innovative technology solutions to the poor
b. Make and manage a small portfolio of grants and contracts to support execution of the market access strategy
c. Monitor and evaluate the progress of this grant portfolio, submit reports internally and feed into program scorecard and execution plans
Technical Advice
a. Work with grantees (including Product Development Partnerships - PDPs) and other partners engaged in the global health market to increase demand, market access and provide strategic thought partnership
b. Provide technical advice on TPPs, product launch, and all access related initiatives
c. Oversee and advise on launch planning for TB products
d. Commercial representative for TB program in various PDP initiatives related to access

The Program Officer reports to the Senior Program Officer (TB) overseeing these aspects and works closely with all Program Officers on the TB SPT as well as with the HIV&TB Business Team. The Program Officer also supports cross-functional connections between TB and other areas in the foundation.


Qualifications
• Master's degree or advanced degree in business, economics or health policy; or equivalent combination of education and experience, preferred.
- 7 - 10 yrs professional experience preferred, where minimum 5+ yrs have been in leading consulting firm; pharma or biotech industry; or related global health markets and commercialization roles.
- Fundamental knowledge of Market Access value chain for product adoption (preferably for drugs and/or diagnostics), including country level value chains to generate evidence needed to get products widely adopted. Emerging market experience in health sector considered a plus as well as any developing country experience.
- Ability to work independently on complex problems in a highly matrixed, cross-functional team environment
- Familiarity with product pricing, cost effectiveness, and health economics analytics
- Minimum 5 years experience leading and managing project teams, preferred.
