Introduction CRS seeks a qualified candidate for Senior Monitoring & Evaluation Advisor for an upcoming USAID-funded, multi-year food security/agricultural development project in Zambia. The Senior M&E Advisor will be responsible leading all M&E Activities and overseeing a comprehensive and quality M&E system for the project.
The proposed program, with an expected value in excess of $15-20 million, will improve food security of the most vulnerable rural households in Eastern Province, and potentially Northern and Central Provinces, of Zambia. In particular, this project wills seek to improve the participation of the rural poor in economic growth and improve their overall economic and nutritional status. Employing an integrated approach that links agricultural growth, nutrition, and economic resilience efforts, the project will address all aspects of food insecurity in rural areas by increasing vulnerable household participation, especially women, in agricultural markets and the rural economy, improving their nutritional levels and improving household assets and income. The project will be implemented through a consortium of international and national agencies, in close cooperation with the Zambian Government (GRZ).
Major Responsibilities The Senior Monitoring and Evaluation Specialist will oversee and guide all M&E activities for the program. S/he must effectively manage relationships with CRS and partner staff to establish and oversee comprehensive M&E systems for the program. S/he will also serve as the point person for M&E with the donor, and be responsible for coordinating and preparing all required reports.
Specific Job Responsibilities
I. Planning/Development 1. Design, lead and manage participatory processes to establish the program Performance Management Plan (PMP) and systems to manage the PMP. 2. Develop data collection instruments and tools (surveys, assessments, studies, evaluations). 3. Design the program database. 4. Lead and support country program and partner staff in the coordination and implementation of all the M&E activities. II. Program Quality: 1. Serve as the M&E Technical Lead for CRS and partners. 2. Lead all M&E processes and assessment, engaging partners in a participatory manner. 3. Conduct data analysis and report writing. 4. Conduct field visits to program sites for monitoring and tracking of program activities. 5. Supervise the establishment and management of a program database. 6. Ensure deliverables are accurate, complete, and submitted to the donor in a timely manner. 7. Ensure that all partners and field teams have access to and receive M&E data as necessary. 8. Participate in refining and tracking indicators and targets with staff, local partners, and USAID. 9. Develop and implement data quality assurance systems for M&E.
III. Management and Administration: 1. Serve as the primary M&E point of contact for USAID/Zambia. 2. Develop good working relations with partner organizations. Exchange information and experiences and contribute actively to an M&E learning community within CRS and among partner organizations. 3. Take the lead in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among CRS and partner staff. 4. Contribute to efforts to enhance CRS agency M&E systems and standards. 5. Support and contribute to CRS regional M&E efforts as necessary. 6. Communicate and disseminate information on CRS standards, policies, practices, and indicators; coordinate with M&E staff in other country programs in developing best practices and sharing lessons learned. 7. Contribute to monthly and quarterly reports to USAID. 8. Manage the timely and regular development of program success stories.
IV. Human Resource Management: 1. Lead, manage, supervise, and mentor a team of M&E staff. 2. Identify training needs for M&E staff under his/her supervision and support M&E capacity building through CRS trainings, non-CRS trainings, exchange visits/TDYs, and e-learning. 3. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

Supervisory Responsibility: Monitoring & Evaluation Specialists
Key Working Relationships Internal: Country Representative, Head of Programming, Chief of Party, and other Senior Technical Advisors.
External: Consortium agencies, donor representatives, GRZ representatives (national, provincial and district levels); other stakeholders working in M&E.
Qualifications and Skills 1. Graduate degree and minimum of six years experience supporting multi-agency M&E systems. 2. Experience working in one or more sectors including food security, rural finance, micro-finance, agriculture, nutrition, and social marketing preferred. 3. Experience in data base establishment and management. 4. Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods. 5. Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data. 6. Ability to conceptualize, perform and direct research and writing of technical documents in English. 7. Understanding of donor expectations and trends for M&E. 8. Demonstrated ability to lead and work effectively with partners, and transfer knowledge to diverse audiences through workshops, training, meetings, and participatory methods 9. Excellent analytic and computer skills; skilled in MS Office including Word, Excel, Outlook, PowerPoint and Access. 10. Experience with management information systems and project management. 11. Ability to work both independently and in a team. 12. Willingness and ability to travel approximately 20% of time within country. 13. Excellent English oral and written communication skills required.
